Les travaux de la 3e réunion ministérielle tripartite Algérie-Niger-Nigeria, tenue jeudi à Alger, sur le projet du Gazoduc Transsaharien (TSGP) ont été sanctionnés par la signature d’un mémorandum d’entente entre les trois parties.
Le mémorandum d’entente, nouveau pas vers la concrétisation du projet, a été cosigné par le ministre de l’Energie et des Mines, Mohamed Arkab, le ministre d’Etat nigérian des Ressources pétrolières, Timipre Sylva et le ministre nigérien de l’Energie et des Energies renouvelables, Mahamane Sani Mahamadou, en présence du PDG du groupe Sonatrach, Toufik Hakkar.
Dans une déclaration à la presse au terme de la signature du mémorandum d’entente au Centre international des conférences (CIC) “Abdellatif Rahal”, M. Arkab a indiqué que “le document signé, ce jeudi, vise à aller de l’avant dans la réalisation du projet du Gazoduc Transsaharien”.
Cela implique de poursuivre la mise en œuvre de tous les programmes tracés pour la réalisation du projet, notamment l’élaboration des études et des différents aspects liés à la réalisation, a-t-il dit, ajoutant que “les trois pays ont convenu de faire aboutir le projet dans un court délai”.
“La réunion d’Alger revêt une grande importance et porte sur un projet stratégique”, a-t-il précisé, rappelant qu’elle “intervient après deux précédentes réunions tenues à Niamey et Abuja, où plusieurs décisions ont été prises, notamment la mise en place d’une équipe technique et d’une commission de contrôle de haut niveau, chargés de l’élaboration et de l’actualisation de toutes les études techniques et financières, ainsi que les des études de faisabilité relatives à la réalisation de ce projet”.
“Nous avons réalisé un grand progrès pour mettre en œuvre ce projet stratégique”, notamment suite à la “pose des premiers jalons des études techniques de ce projet pour sa mise en œuvre sur le terrain dans les plus brefs délais”.
Concernant la réunion d’Alger, M. Arkab a indiqué que les trois parties avaient examiné, ce jeudi, le rapport détaillé du comité technique et du comité de suivi, avant la signature du mémorandum d’entente.
Pour sa part, le ministre d’Etat nigérian des Ressources pétrolières, Timipre Sylva a déclaré que la réunion d’Alger “se veut une attestation de l’engagement de l’Algérie, du Niger et du Nigéria à concrétiser ce projet”, ajoutant que “la signature du mémorandum d’entente dénote la volonté des pays africains à mener une action commune pour la réalisation des mégaprojets”.
“Nous nous sommes rencontrés, en juin dernier à Niamey puis à Abuja et aujourd’hui à Alger, où nous avons signé un mémorandum d’entente pour oeuvrer ensemble à concrétiser ce projet”, a poursuivi M. Sylva.
Mettant en avant l’importance du TSGP (Trans-Saharan Gas-Pipeline), notamment en ce qui concerne la réalisation de la sécurité énergétique du continent africain, le ministre nigérian s’est dit convaincu qu”‘il est temps de réaliser le projet du Gazoduc Transsaharien”.
S’exprimant à l’occasion, le ministre nigérien de l’Energie et des Energies renouvelables, Mahamane Sani Mahamadou a indiqué qu’après trois rencontres entre les trois pays, “nous sommes très optimistes quant à l’état d’avancement du projet”, notamment après la constitution du comité technique chargé de l’élaboration des études de faisabilité lié au TSGP.
M.Sani Mahamadou a souligné l’importance du projet pour les pays africains en ce qui concerne la sécurité des ressources énergétiques africaines, estimant que la coopération de son pays avec l’Algérie et le Nigeria témoigne de la capacité des pays africains à coopérer pour réaliser des projets en faveur du Continent africain.
Le TSGP est un méga projet de transport de gaz reliant les trois pays sur un tracé dépassant les 4.000 km.
