ALGÉRIE/ POLITIQUE : Khalida Toumi et les 17,5 millions de dollars offerts aux Américains pour le film ‘’L’EMIR ABDELKADER’’
L’ex ministre de la culture, Khalida Toumi, devrait bientôt comparaître devant la justice concernant une grosse affaire de dilapidation de fonds publics. Dans un document, signé par l’ancienne ministre et relayé sur les réseaux sociaux, il est dit que l’Agence algérienne pour le Rayonnement culturel (l’AARC), sous l’égide du ministère de la Culture, est autorisée à transférer au profit de la société américaine coproductrice du film ‘’l’Emir Abdelkader ‘’ le montant de 17,5 millions de dollars, représentant le montant de la part transférable due par l’AARC pour le film coproduit avec cette société et réalisé par Charles Burnett.
Il est précisé en outre, que ce montant devait aller à la prise en charge de l’ensemble des opérations liées à la fabrication du film (préparation, tournage, postproduction) effectuées exclusivement à l’étranger. Le document est paraphé de la main de Khalida Toumi, le 12 novembre 2013. Par la suite, la piste américaine a été abandonnée, l’argent perdu sans laisser de traces ; aucune enquête n’a été menée à ce jour. Pourtant, en matière de financement, tout a été, à l’époque, prévu, et Bouteflika ne demandait qu’à mettre le paquet pour faire aboutir une superproduction digne des péplums d’Hollywood. Près de 200 milliards de centimes ont été mobilisés par l’Etat. Le lancement du film a eu lieu en 2013. Un contrat a été même signé entre l’Agence algérienne pour le rayonnement culturel (AARC) et un studio américain. La réalisation a été confiée à l’Américain Charles Burnett, alors qu’Oliver Stone était pressenti pour être le producteur exécutif. Après avoir consommé plusieurs milliards, avant même que le projet ne soit concrètement lancé, le film sur l’Emir Abdelkader a été gelé. C’est ce qu’a affirmé à l’Assemblée populaire nationale, le ministre de la Culture, Azzedine Mihoubi, qui répondait à la question d’un député. La raison est liée, selon lui, à l’absence d’un «scénario à la hauteur de la personnalité éminente de l’Emir et de financements». L’autre souci de Toumi va concerner l’événement « Tlemcen capitale de la culture islamique» qui devait briller de mille feux en 2011. Le système Bouteflika carburait à plein régime, les prix du baril sur les marchés pétroliers enregistraient des pics très avantageux et l’argent coulait à flots. Tout était indiqué pour faire dans la somptuosité et la brillance. D’autant que la ministre de la Culture chargée à l’époque de cette préparation pompeuse s’appelait Khalida Toumi. Khalida Toumi et ses collaborateurs multipliaient les initiatives et se surpassaient en ingéniosité pour être au top tant aux yeux de Abdelaziz Bouteflika qu’aux yeux des milliers de visiteurs étrangers, représentant 30 pays, qui devaient affluer sur la capitale des Zianides. Des mosquées de l’époque des sultans Béni Ziane sont alors restaurées, des palais refaits à l’identique et des artisans invités de tous les coins du pays pour faire ressusciter les splendeurs de Tlemcen. C’est le premier souci qu’aura Toumi à se faire, car la justice a trouvé un ensemble d’anomalies et de zones d’ombre. De ce fait, le parquet général de Tlemcen devra entendre la semaine prochaine l’ancienne ministre de la Culture, Khalida Toumi, et l’ex-wali de Tlemcen, Abdelwahab Nouri, dans cette affaire de surfacturation des prestations de la manifestation «Tlemcen capitale de la culture islamique 2011 ».
