ALGÉRIE/ POLITIQUE: Du nouveau pour le visa pour la Turquie
L’Algérie, et plus explicitement l’ex-Premier ministre actuellement en prison, Ahmed Ouyahia, aurait dû accepter la proposition du président turc Tayyip Erdogan de supprimer les visas pour les ressortissants algériens.
Au mois de février 2018, lors de sa visite à Alger, au cours de laquelle il avait inauguré la mosquée Ketchaoua, rénovée avec des fonds et une expertise turcs, Erdogan avait proposé aux autorités algériennes de supprimer les visas, réciproquement, pour les ressortissants des deux pays. Le «niet»’ d’Alger est aujourd’hui dommageable pour la diplomatie algérienne, puisque les autorités consulaires turques à Alger viennent de revoir les modalités d’octroi de visas aux Algériens. Ces modalités concernent, selon un communiqué de Turkish Airlines, la suppression des visas électroniques de type C1, visa de tourisme, pour les catégories d’âge entre 18 et 35 ans. Selon la compagnie aérienne turque, «à partir du 1er octobre 2019, la Turquie ne délivrera plus de visas électroniques de type C1 aux jeunes Algériens entre 18 et 35 ans». Autre nouveauté, les personnes âgées de plus de 35 ans et celles de moins de 18 ans seront également astreintes à aller, tout comme la catégorie d’âge des 18-35 ans, auprès du prestataire turc chargé de collecter les demandes, faire une demande de visa. En effet, le communiqué de Turkish Airlines explique que «le visa C1 (électronique), sera annulé, tandis que le B1, également électronique délivré aux personnes âgées de moins de 18 ans et plus de 35 ans, sera octroyé, mais à condition d’avoir un visa ou une résidence en cours de validité pour les Etats-Unis, le Royaume-Uni ou l’espace Schengen. Et pour ceux qui ne remplissent pas ces conditions, ils vont devoir faire une demande de visa (vignette sur passeport) auprès des services consulaires de l’ambassade de Turquie en Algérie». Autrement dit, hormis ceux qui ont des visas, Shengen, US ou britannique en cours de validité, les autres devront retourner à l’ancienne formule, celle du visa-papier, que l’on demande auprès du nouveau prestataire turc, «Gateway», qui reçoit lui même les demandes de visas des Algériens effectués auprès de VFS global. «Ces nouvelles mesures entreront en vigueur à partir du 1er octobre prochain», précise la compagnie aérienne turque.
En fait, depuis le mois de juillet dernier, le dispositif de délivrance des visas de la Turquie pour les ressortissants algériens avait changé avec l’installation en Algérie d’un prestataire turc, «Gateway Management Logistics», qui sous-traite les demandes de visas avec VFS Global. Pour l’Algérie, la Turquie a donc rétabli les visas sur les passeports, et, surtout, il faut se déplacer en personne auprès de VFS Global pour déposer son dossier de demande de visa. Finis donc les visas électroniques, à moins d’avoir un hypothétique visa Shengen au moins. Au mois de juillet dernier, le site de VFS Global indiquait que «les demandes de visa Turquie sont acceptées maintenant par la société Gateway en Algérie». Le nouveau prestataire, choisi par l’ambassade de Turquie, est présent dans les centres de réception des demandes à Alger, Constantine et Oran, alors que les frais de service restent également les mêmes, soit 7.000 DZD.
