L’action du Gouvernement s’est articulée essentiellement, durant la période allant de septembre 2021 à août 2022, autour de la poursuite des réformes politiques et institutionnelles profondes décidées par le Président de la République, M. Abdelmadjid Tebboune, a affirmé, lundi à Alger, le Premier ministre, M. Aïmene Benabderrahmane.
Présentant la Déclaration de politique générale du Gouvernement devant les membres de l’Assemblée populaire nationale (APN), dans le volet relatif à la consécration de l’Etat de droit et la rénovation de la gouvernance, M. Benabderrahmane. a précisé que l’action du Gouvernement pour la période allant du 21 septembre 2021 au mois d’aout 2022, “s’est articulée essentiellement sur la poursuite des réformes politiques et institutionnelles profondes décidées par le Président de la République et consacrées en vertu de la révision constitutionnelle, notamment à travers l’élaboration des textes juridiques y afférents et la mise en place de l’ensemble des organes et instances constitutionnels créés ou dont les statuts ont été modifiés”.
En matière de renforcement des droits et libertés, le Premier ministre a affirmé que le Gouvernement “a œuvré à l’amendement de la loi relative à la pratique de l’action syndicale”, en sus de “la réforme globale initiée en vue de renforcer la liberté syndicale et de renforcer les mécanismes de règlements des différends en milieu professionnel”.
Pour favoriser l’avènement “d’une société civile dynamique et engagée”, il a rappelé l’installation de l’Observatoire national de la société civile (ONSC) et l’élaboration de deux projets de loi relatifs à la création des associations et des partis politiques, et une loi relative à la liberté de réunion et de manifestation pacifique.
S’agissant de la liberté de la presse et de la réunion des “conditions idoines pour des médias libres et responsables”, le Premier ministre a évoqué les démarches entreprises pour l’élaboration de 3 projets de loi relatifs au secteur, faisant état, dans ce cadre de “l’hébergement de seize (16) chaînes TV offshores, le lancement de 5 nouvelles chaînes de télévision et la mise en service de 4 stations AM”.
Il citera, en outre, l’installation de 23 émetteurs radio et TV, la réalisation de 30 nouveaux pylônes, et la mise en service de 4 stations de radio dans les nouvelles wilayas.
Dans le souci d’assurer la sécurité des personnes et des biens, le Premier ministre a expliqué que le Gouvernement avait entamé “l’élaboration de la stratégie nationale relative à la prévention et à la lutte contre les bandes de quartiers”, en sus de “l’installation d’un pôle pénal national de lutte contre les crimes électroniques liés aux TICs, l’élaboration d’une loi relative à la lutte contre la spéculation illicite et l’achèvement de l’élaboration de projets de lois relatifs à la sécurité routière et la prévention contre les drogues et les psychotropes”.
La moralisation de la vie publique: un axe important du plan d’action du Gouvernement
S’agissant de la moralisation de la vie publique, M. Benabderrahmane a indiqué que cette question “revêt une importance particulière dans le plan d’action du Gouvernement, étant l’un des facteurs essentiels permettant d’instaurer la confiance entre les composantes de la société, notamment entre le citoyen et les institutions de l’Etat”.
Le Gouvernement a procédé, dans ce sens, au renforcement du système de prévention et de lutte contre la corruption à travers l’installation de la Haute autorité de transparence, de prévention et de lutte contre la corruption juste après la promulgation de la loi pertinente, et l’élaboration d’un ensemble de projets de loi y afférent ayant porté sur la création d’une agence chargée de la gestion des biens saisis et confisqués par la justice.
Il a été également question de l’amendement de plusieurs cadres juridiques dans l’objectif de dépénaliser l’acte de gestion et d’encadrer les enquêtes touchant les gestionnaires.
Dans le cadre de la mise en œuvre de la démarche globale arrêtée par le Président de la République pour le recouvrement des avoirs produits de la corruption, il a été procédé à l’exécution des décisions de justice définitives de confiscation des fonds et biens détournés, selon le Premier ministre qui a fait état du lancement de 219 commissions rogatoires internationales, dont 43 exécutées et 156 en cours de traitement pour l’identification, la saisie et la confiscation des fonds détournés.
M. Benabderrahmane a rappelé la dotation des wilayas nouvellement créées en moyens humains, matériels et financier ainsi que le parachèvement de l’ensemble des procédures de partage du passif et de l’actif et l’élaboration des budgets des nouvelles wilayas.
Le Premier ministre a évoqué, en outre, l’élaboration des avant-projets de lois relatives à la commune, à la wilaya et à la gestion des risques de catastrophes, saluant, à cette occasion, “les grands pas franchis en matière de réforme du statut général de la Fonction publique, une réforme engagée en vue de la modernisation de l’administration publique à travers l’instauration de nouveaux modes de recrutement et la consécration des nouvelles méthodes de gestion de la ressource humaine”.
Abordant la numérisation, le Premier ministre a affirmé que le Gouvernement avait parachevé la “réalisation d’un portail gouvernemental intégrant 208 services publics numérisés à lancer dans les prochains jours”.
Il citera aussi les démarches en cours pour l’adoption de l’identifiant national unique à travers la généralisation du numéro d’identification nationale (NIN) qui constituera un bond qualitatif en matière d’utilisation des systèmes intranet”.
