Le ministre de l’Intérieur, des Collectivités locales et de l’Aménagement du territoire, Brahim Merad a affirmé, jeudi à Alger, que l’Algérie a pris plusieurs mesures visant à lutter contre le trafic de drogues dures et de psychotropes.
Intervenant lors d’un exposé devant la Commission de la Défense nationale de l’Assemblée populaire nationale (APN) sur “la sécurité sociétale relative à la lutte contre la drogue, les bandes de quartiers et la sécurité routière”, en présence de la ministre des Relations avec le Parlement, Basma Azouar, M. Merad a indiqué que “la lutte contre le trafic de drogue est l’une des priorités du secteur, au vu de sa menace sur la santé publique, l’économie nationale et la sécurité intérieure du pays”, a-t-il affirmé.
Dans ce cadre, le ministre a souligné “la prise de plusieurs mesures visant à lutter contre ce phénomène, dont la création d’un groupe de travail conformément aux instructions du Premier ministre, lequel regroupe plusieurs secteurs, afin de trouver des moyens efficaces de prévention contre la toxicomanie, outre l’exploitation et la création d’un fichier sur les trafiquants et les consommateurs de drogue et le lancement d’opérations de recherche au niveau des sites ciblés”.
Ces mesures prévoient, entre autres, “l’organisation de patrouilles ciblant les points de vente de drogue, avec l’activation du renseignement opérationnel et le renforcement des capacités d’analyse, la lutte contre l’importation illégale des produits pharmaceutiques fabriqués à base de précurseurs chimiques, la participation directe des services de Police aux activités de sensibilisation sur les drogues et les dangers inhérents à leur consommation, et la création des cellules d’écoute et d’assistance aux toxicomanes, en mettant en place un numéro vert pour faciliter le contact avec les personnes concernées”.
“85.538 affaires de trafic de drogue et de psychotropes ont été enregistrées en 2022, impliquant 97.863 individus avec la saisie de plus de 5 tonnes, des chiffres élevés par rapport à 2021”, a souligné M. Merad.
Concernant la sécurité routière, le ministre de l’Intérieur a fait état de “30.977 accidents de la route enregistrés en 2022 ayant fait 3.409 morts et plus de 30.977 blessés”, soulignant “la hausse du nombre de décès par rapport à l’année 2021 avec un taux de 3,52%, le facteur humain étant à l’origine de 96,96 % des accidents corporels”.
Dans ce sens, l’indice d’implication des chauffeurs des transports en commun dans les accidents de la route a augmenté contre une baisse de l’implication des conducteurs de motocycles.
Il a également relevé “les mesures prises pour lutter contre ce phénomène, dont le renforcement du système législatif, le renforcement des procédures de contrôle technique des véhicules, le contrôle du trafic routier, l’application stricte des dispositions légales contre les contrevenants, le durcissement du contrôle sur les pièces de rechange, l’importation et la vente des véhicules, l’actualisation des programmes des auto-écoles et le renforcement de leur contrôle”.
Evoquant la prévention et la lutte contre les bandes de quartiers, M. Merad a affirmé que les services de police avaient “pris les mesures nécessaires pour y faire face et préserver la sécurité et l’ordre publics à travers le renforcement de la sensibilisation et de la dissuasion”, faisant état du recensement de “147 affaires en 2022 dans lesquelles sont impliqués 981 individus dont 539 placés en détention préventive et 118 autres sous contrôle judiciaire”.
