ALGÉRIE/ POLITIQUE-ECONOMIE : Un ministre allemand accuse la France d’avoir saboté un projet géant en Algérie
Dans un texte diffusé ce mercredi sur la page Facebook de l’association des Oulémas Algériens et repris par plusieurs médias, cette association fondée par Cheikh Abdelhamid Benbadis en 1931, fait état de révélations graves attribuées au ministre allemand de l’Energie, Peter Altmaier, cité selon l’auteur par la chaîne de télévision ZDF, au sujet du projet d’énergie solaire prévu dans le désert algérien, Desertec qui devait regrouper onze partenaires, dont Sonelgaz.
Des médias avaient déjà évoqué ce sujet, mais la version qu’en donne, ici, l’association des oulémas est tout à fait inédite, même si elle ne précise pas la date. «Nous voulions investir avec l’Algérie dans le plus grand projet solaire au monde, dans le grand désert algérien, lit-on dans le texte. L’Algérie pourrait alimenter l’Europe en électricité et gagner des milliards de dollars, mais le gouvernement de Bouteflika n’était pas de cet avis, car la France s’opposait fermement à l’idée que l’Algérie puisse se développer, diversifier son économie et sortir de sa dépendance aux hydrocarbures. L’Algérie aurait pu devenir l’un des plus gros exportateurs d’électricité au monde, mais la France a bloqué le projet, l’un des projets les plus importants et les plus lucratifs pour l’Algérie», aurait encore soutenu le ministre allemand.
Cinq groupes allemands, et pas des moindres, issus tous du pays le plus impliqué dans le très médiatisé projet Desertec, s’étaient retirés en 2014. Après Siemens et Bosch qui avaient pris leurs distances deux années auparavant, ce fut au tour du groupe de BTP et de services Bilfinger, de la compagnie d’électricité E.ON et du groupe bancaire HSH Nordbank de se désengager. Les principaux partenaires et associés du consortium quittaient ainsi le train avant même l’arrivée en gare, ce qui hypothéquait définitivement l’immense projet boudé par les Français.
En plus de Sonelgaz, dix autres partenaires allemands, espagnols, tunisiens et marocains étaient impliqués dans Desertec Industrial Initiative. Le consortium regroupant des sociétés et des institutions européennes et du pourtour méditerranéen, créé en 2009, visait à l’origine à couvrir une part des besoins en énergie de l’Europe en exploitant le potentiel solaire et éolien du sud de la Méditerranée. Le coût total du projet s’élevait initialement à 400 milliards d’euros.
Si, pour l’association des Oulémas, le plus important dans le sujet est de nourrir le sentiment anti-français qui s’est davantage développé chez les Algériens depuis le début du soulèvement populaire du 22 février et qui transparaissait à travers les slogans, et de surfer sur la vague, l’information en soi mérite d’être débattue et clarifiée auprès des responsables algériens. Car il s’agirait d’une opération de sabotage caractérisée de l’économie nationale.
