La ministre de la Solidarité nationale, de la Famille et de la Condition de la femme, Soraya Mouloudji, a présidé, mercredi, une réunion de coordination avec les cadres centraux de l’Agence de développement social (ADS), afin d’évaluer les projets et dispositifs d’aide prévus pour l’année 2025. Une enveloppe exceptionnelle de 200 milliards de dinars a été allouée pour soutenir ces programmes, selon un communiqué officiel du ministère.
Cette réunion s’inscrit dans le cadre de la mise en œuvre du programme présidentiel en matière de développement social. L’objectif est double : consolider les acquis en matière de solidarité nationale et dynamiser les mécanismes d’aide et d’accompagnement des populations vulnérables, notamment à travers l’action de proximité.
Parmi les principaux dispositifs maintenus figure l’allocation forfaitaire de solidarité, qui profite à plus de 1,4 million de personnes en situation de handicap, tout en leur assurant une couverture sociale, ainsi qu’à leurs ayants droit.
La ministre a instruit la mobilisation de 294 cellules de proximité, en plus de l’activation de 17 autres, portant le total à 311 cellules. L’objectif est d’atteindre 341 cellules d’ici fin 2025, avec la création de 120 emplois directs et 232 postes supplémentaires pour pourvoir les postes vacants.
Parmi les recommandations figure également l’accompagnement renforcé de la société civile, appelée à jouer un rôle clé dans la mise en œuvre des politiques de solidarité et de développement local.
En 2025, 340 projets seront réalisés, dont 222 nouveaux, ciblant prioritairement les zones nécessitant des programmes de développement complémentaires. Ces projets incluent :
– L’équipement et l’aménagement d’ateliers et clubs pour enfants,
– La création d’activités génératrices de revenus pour les femmes,
– L’amélioration de l’accès aux services de base (éclairage public, énergie solaire, eau potable, assainissement),
– L’ouverture de pistes et d’infrastructures sportives, culturelles et de loisirs.
Dans le cadre du programme de travaux d’utilité publique à forte intensité de main d’œuvre, 892 ateliers seront créés, offrant 8.833 emplois temporaires à des personnes vulnérables sans qualification, tout en leur assurant une couverture sociale durant une année complète.
Mme Mouloudji a exigé une meilleure coordination entre les secteurs concernés pour garantir le versement efficace de la prime de scolarité et une préparation logistique anticipée, incluant l’interconnexion des bases de données.
Un plan de recrutement sera lancé au sein de l’ADS et de ses antennes régionales, notamment dans les domaines de la médecine générale et des sciences sociales. La ministre a aussi insisté sur la mise en œuvre du programme de formation 2025, afin de renforcer les compétences des agents, avec un calendrier annuel précis pour les sessions.
Un suivi régulier des projets sera assuré sur le terrain. Par ailleurs, le ministère compte lancer la numérisation des programmes de développement social et des travaux d’utilité publique, et finaliser le plan de sécurisation du réseau interne, dans le cadre de la stratégie nationale de cybersécurité.
Enfin, la ministre a souligné l’importance d’associer les partenaires sociaux à toutes les étapes, notamment à travers la révision de la convention collective de l’ADS, qui connaît des avancées notables dans sa version amendée.
Mme Mouloudji a conclu en appelant au renforcement des mécanismes de solidarité pour l’autonomisation économique des populations ciblées, conformément aux engagements du Président de la République et à la Constitution de 2020.
