ALGÉRIE/ SOCIÉTÉ : Ouverture de 530 marchés de proximité en prévision du mois de Ramadhan
Le ministère de l’Intérieur, des collectivités locales et de l’aménagement du territoire a lancé une opération nationale visant à rapprocher les marchés de proximité du citoyen durant le mois de Ramadhan, à travers l’ouverture de 530 marchés de proximité notamment dans les nouvelles agglomérations.
Dans un communiqué citant les mesures et procédures prises par le Gouvernement en application des décisions issues de sa réunion du 03 avril, le ministère a affirmé que dans le souci de garantir une meilleure couverture du réseau de distribution de détail des produits alimentaires « une opération nationale a été lancée pour vulgariser et rapprocher les marchés de proximité, à travers la création, la réhabilitation et la mise en exploitation des marchés réalisés récemment notamment au niveau des nouvelles agglomérations, le nombre de ces structures devant atteindre 530 marchés durant le mois de Ramadhan ».
Le ministère œuvre en collaboration avec tous les secteurs concernés, à l’instar du ministère du Commerce, de l’Agriculture et de la pêche « à assurer un approvisionnement régulier en produits de large consommation, à travers l’ensemble des wilayas et à garantir la stabilité des prix au profit des citoyens, en sus d’encadrer l’activité commerciale durant le mois sacré », ajoute le document.
Selon le communiqué, de fermes instructions ont été données pour la prise des mesures nécessaires au niveau de toutes les communes, afin de régulariser la situation des commerçants bénéficiaires et d’aménager des espaces au niveau des marchés de proximité, au profit des jeunes commerçants activant dans le marché parallèle en vue de leur exploitation avant le mois sacré.
Dans l’objectif de relancer les activités culturelles et sportives en ce mois sacré, et dans le cadre du plan d’action tracé en coordination avec les secteurs de la Culture, de la jeunesse et des sports, le communiqué précise que le ministère de l’Intérieur a donné des instructions aux walis pour adapter les heures de travail des établissements publics et tracer des programmes adaptés aux spécificités de chaque région du pays de manière à attirer un maximum de jeunes, et ce en coordination avec les acteurs de la société civile.
Au volet solidarité nationale, les services centraux et locaux du ministère ont présidé en coordination avec les secteurs concernés l’opération d’échange des colis alimentaires par des aides financières d’un montant de 6.000 DA via un compte CCP ou par mandat, et ce dans le but « d’humaniser l’opération de solidarité et préserver la dignité des familles concernées », estimées à 1.613.906 familles, à travers un financement global de l’ordre de 10 milliards DA, assuré par le ministère de l’Intérieur, des collectivités locales et de l’aménagement du territoire à hauteur de 87%.
Le ministère de l’Intérieur veille également à encadrer les contributions des bienfaiteurs, en témoigne la création d’un compte courant de solidarité à travers 45 wilayas.
Dans le cadre du rôle du ministère dans l’organisation de la saison du hadj, les services de l’Intérieur œuvrent en coordination avec plusieurs ministères et l’Office national du Hadj et de la Omra (ONPO) à faciliter et à alléger les mesures administratives y afférentes.
A cet effet, tous les moyens ont été mobilisés pour faire aboutir l’opération de tirage au sort ayant concerné 900.000 citoyens, en sus de l’annulation de tous les documents requis dans le dossier d’inscription et leur remplacement par un seul imprimé, de par l’amélioration des conditions d’accueil au niveau des services communaux, et la mobilisation des moyens de transport vers les centres de prise d’empreintes biométriques, et l’élaboration d’un plan d’orientation et d’accompagnement des hadjis pendant toute la durée de leur résidence dans les Lieux Saints pour leur permettre d’accomplir les rites du hadj dans les meilleurs conditions.
