ALGÉRIE/POLITIQUE : Le plan de sortie de crise de Abdelmadjid Menasra
Abdelmadjid Menasra, ancien président du MSP et ancien ministre a proposé, mercredi 1er mai, une feuille de route pour une sortie de crise.
Le plan de Menasra qu’il a publié sur sa page Facebook comprend :
– Premièrement, à « reconnaître la difficulté d’organiser les élections présidentielles le 4 juillet dans les circonstances actuelles »,
– Deuxièmement, « satisfaire les revendications populaires avec le départ de ceux qui doivent partir et leur remplacement par des figures acceptées ».
-Troisièmement : « ouvrir un dialogue national autour des solutions de sortie de crise à travers l’application des articles 7, 8 et 102 de la Constitution »
-Quatrièmement : « former une commission indépendante d’organisation des élections » avec une « composition consensuelle », qui devra avoir « la qualité d’autorité publique, l’autonomie financière et administrative et la capacité d’interpréter le Code électoral ».
L’opposition devra, selon cette feuille de route, « sortir de la politique d’exclusion et se réunir avec toute sa diversité pour se mettre d’accord sur un projet politique pour une période de transition qui comprenne les revendications du peuple » avec « un candidat consensuel (à la présidentielle) pour un seul mandat ». Une nouvelle date pour la tenue des élections présidentielles devra être annoncée et « les préparatifs sérieux pour leur organisation au sein de la légitimité populaire » devront être entamés.
« La lutte contre la corruption conformément aux principes de la justice indépendante et équitable » devra se poursuivre, selon Menasra qui préconise également dans sa feuille de route de « protéger le mouvement populaire des tentatives de le noyer dans des revendications partielles, des thèses extrémistes et le plafond des revendications qui ne cesse d’être élevé ».
L’armée devra « jouer le rôle d’accompagnateur, de protecteur et de garant tout au long de la période de transition », selon le plan Menasra qui propose également de donner aux « jeunes du mouvement » la possibilité de « proposer des initiatives par lesquelles ils contribueront au dialogue national ».
