MONDE/ POLITIQUE : SOUDAN : Accord sur une transition politique de trois ans.
C’est une nouvelle étape dans la recherche d’un accord entre l’armée soudanaise et les représentants des manifestants : tard mardi soir, l’armée a annoncé être arrivée à un accord sur une période de transition politique de trois ans en vue d’un transfert du pouvoir aux civils.
C’est le général Yasser Atta, membre du conseil militaire, qui a annoncé le compromis trouvé entre les militaires et représentants des manifestants. Les uns voulaient une transition de 2 ans, les autres de 4 ans. Finalement la transition durera 3 ans.
Selon le général Atta, les 6 premiers mois seront consacrés à conclure des accords de paix avec les mouvements rebelles dans l’ouest et le sud du Soudan.
Le général a indiqué que des avancées majeures ont été trouvées sur les prérogatives et la composition de la future Assemblée législative composée de 300 membres. Les représentants des manifestants réunis au sein de l’Alliance pour la liberté et le changement disposeront des 2/3 des sièges, le reste de l’assemblée sera réservé aux autres forces politiques.
Pas de précision en revanche sur la composition du conseil souverain qui sera l’organe majeur de la période de transition. Le général Atta a néanmoins promis un accord total dans les prochaines 24 heures.
Selon les agences de presse sur place, un représentant de l’Alliance pour la liberté et le changement a confirmé ces informations et annoncé la prochaine mise en place d’une commission d’enquête sur les violences qui ont fait 6 morts et de nombreux blessés lundi soir à Khartoum.
L’armée a également indiqué que la composition du conseil souverain et d’un exécutif serait décidée sous 24 heures.
