Le procès de l’ancien wali de Blida, Mustapha Layadhi, poursuivi pour des chefs d’accusation d’abus de fonction et d’octroi d’indus privilèges à des investisseurs, notamment dans la wilaya de Tipasa, a début lundi matin au Tribunal de Sidi M’hamed (Alger), avec l’audition des principaux accusés.
En réponse aux questions du juge de l’audience, l’ex-wali a nié les griefs retenus contre lui, concernant l’octroi aux propriétaires de l’entreprise “Attia Electronics” des facilitations contraires à la Loi pour la construction d’une usine de fabrication de frigos à El Hamdania (Cherchell) dans la wilaya de Tipasa, affirmant que la Calpiref avait approuvé le projet et n’avait relevé aucune opposition au sujet de la nature du terrain octroyé.
Pour Mustapha Layadhi, il n’existe aucun document qui prouve “la vocation touristique” de la zone dans laquelle le terrain lui avait été octroyé en vue de la réalisation de son usine.
Mustapha Layadhi avait été wali de Tipasa entre 2010 et 2015, puis de Blida jusqu’en 2018, année de son limogeage suite à la crise du choléra du mois d’août.
A son tour, le directeur des Domaines de la wilaya de Tipasa Ali Bouamrane, poursuivi également pour octroi de privilèges injustifiés, a affirmé que le terrain octroyé au groupe “Attia Electronics” appartenait auparavant à une entreprise publique, précisant qu’El Hamdania relève de la Zone d’extension touristique (ZET), depuis les années 1980.
Les propriétaires du groupe, Bachir et Hamid Attia ont indiqué, à leur tour, que le terrain octroyé en vue de la réalisation de l’usine est loin de la mer et ne fait pas partie de la ZET, ajoutant que le projet a été réalisé à hauteur de 98% avant d’être arrêté au motif de danger pour l’environnement.
Selon l’arrêt de renvoi, les propriétaires du groupe “Attia Electronics” se sont vu accorder de gré à gré des privilèges incessibles pendant 30 ans et ont bénéficié d’avantages indus lors de la passation de marchés en usant de l’influence d’agents dans différentes instances.
