Le Premier ministre, Abdelaziz Djerad, a présidé mercredi à Alger, une réunion du gouvernement, qui s’est déroulée par visioconférence et durant laquelle cinq (05) projets de décrets exécutifs, relatifs aux Finances, à la Culture, l’Agriculture, le Commerce et les Travaux Publics, ont été examinés, indique un communiqué des services du Premier ministre dont voici le texte intégral :
“Le Premier ministre, Monsieur Abdelaziz Djerad, a présidé, ce mercredi 24 mars 2021, une réunion du Gouvernement qui s’est déroulée par visioconférence.
Conformément à l’ordre du jour, les membres du Gouvernement ont examiné cinq (05) projets de Décrets exécutifs présentés par le ministre en charge des Finances, de la Culture, de l’Agriculture, du Commerce ainsi que des Travaux Publics.
En outre, une (01) communication a été présentée par le Ministre du Commerce.
1- Le Gouvernement a entendu un exposé présenté par le ministre des Finances portant sur le projet de Décret exécutif relatif aux modalités d’exemption de la taxe sur la valeur ajoutée des opérations de vente de l’orge et du maïs ainsi que les matières et produits destinés à l’alimentation de bétails et de volailles.
Ce projet de texte qui intervient en application des dispositions de la Loi de Finances pour 2021, prévoit notamment :
– L’élargissement du champ d’application de l’exemption de la taxe sur la valeur ajoutée, aux opérations de vente de l’orge et du maïs ainsi que de matières et produits destinés à l’alimentation de bétails et de volailles, ce qui aura pour effet de réduire le prix à la consommation de ces produits grâce au soutien fiscal de l’Etat.
– La liste des sous-positions tarifaires des produits visés par l’article 38 de la Loi de Finances pour 2021.
– La décentralisation de la procédure de mise en œuvre de l’exemption de la TVA au niveau des services agricoles de Wilayas et ce, dans le cadre de la simplification des démarches administratives et du rapprochement de l’administration au citoyen.
2- Le Gouvernement a entendu un exposé présenté par la ministre de la Culture et des Arts relatif au projet de Décret exécutif fixant le régime spécifique des relations de travail concernant les artistes et les comédiens.
Ce projet de texte prend en charge les préoccupations des artistes et comédiens en matière de relations de travail, en leur assurant une protection équitable à travers notamment l’obligation de soumettre toute relation de travail à la conclusion préalable de contrats de travail écrits à durée indéterminée ou à durée déterminée.
Il leur consacre, également, le droit à une carte d’artiste, le libre exercice du travail artistique, le droit à une rémunération équitable et le droit à un contrat d’assurance complémentaire couvrant les risques exceptionnels.
Par ailleurs, ce projet de texte définie les catégories d’artistes, en faisant une distinction entre les artistes permanents, les artistes intermittents et les artistes occasionnels.
3- Le Gouvernement a entendu un exposé présenté par le ministre de l’Agriculture et du Développement Rural relatif au projet de Décret exécutif fixant les conditions et les modalités d’exercice des activités d’études et de conseils dans les domaines de l’agriculture, du développement rural et des forêts.
Ce projet de texte a pour objet de réglementer l’activité commerciale se rapportant à l’exercice de l’activité d’études et de conseils dans les domaines de l’agriculture, du développement rural et des forêts dans l’objectif d’organiser la mobilisation de l’expertise nécessaire au développement de ses domaines.
4- Le Gouvernement a entendu un exposé présenté par le ministre du Commerce relatif au projet de Décret exécutif fixant la liste des activités revêtant un caractère stratégique.
Ce texte a pour objet de fixer la liste des activités relevant des secteurs stratégiques demeurant assujettis à la participation de l’actionnariat national résident à hauteur de 51%, prévus par l’article 50 de la Loi de Finances Complémentaire pour 2020.
Dans ce cadre, il est arrêté la liste des activités considérées stratégiques, relevant des secteurs de l’énergie, des transports et des travaux publics et de l’industrie pharmaceutique et ce, suivant la nomenclature des activités économiques soumises à inscription au registre du commerce.
5- Le Gouvernement a entendu un exposé présenté par le Ministre des Travaux Publics et des Transports relatif au projet de Décret exécutif fixant les modalités de mise en œuvre du contrôle des services aéronautiques et de leurs prestataires par les personnes habilitées.
Ce texte vient encadrer l’activité de contrôle de la sécurité et de la sureté de l’aviation civile, confiée à l’agence nationale de l’aviation civile, afin d’améliorer davantage le dispositif national de sureté de l’aviation civile et ce, conformément à la législation en vigueur et aux règles et standards internationaux.
La mise en œuvre du contrôle permettra également de mieux garantir les droits des passagers et d’assurer une meilleure qualité des prestations fournies dans ce domaine selon les normes et pratiques prévues l’Organisation à l’aviation civile internationale (OACI).
6- Le Gouvernement a entendu une communication présentée par le ministre du Commerce sur la cartographie nationale du produit algérien.
Cette présentation permet d’évaluer le degré d’avancement des travaux inhérents à la cartographie nationale du produit algérien qui englobe les secteurs de l’industrie, de l’agriculture et de l’artisanat.
Dans ce cadre, une plateforme numérique a été mise en place et qui intègre toutes les données relatives aux entreprises. En outre, le secteur du commerce prépare la publication d’un guide national des produits algériens qui sera mis à la disposition de nos représentations diplomatiques à l’étranger en vue de promouvoir la production nationale et favoriser les exportations tel que prévu dans le plan d’action du Gouvernement ainsi que le plan de relance économique.
Par ailleurs, la cartographie des produits nationaux permettra de mieux encadrer les importations selon les capacités nationales tout en orientant les investissements selon la répartition géographique des zones de production, particulièrement la domiciliation des zones industrielles et logistiques”.
