Le Premier ministre, M. Aïmene Benabderrahmane, a présidé mercredi une réunion du Gouvernement consacrée à l’examen de plusieurs dossiers liés aux secteurs de l’Intérieur, des Collectivités locales et de l’Aménagement du territoire, de l’Agriculture et du Développement rural, ainsi que des Finances, indique un communiqué des services du Premier ministre dont voici le texte intégral:
“Le Premier ministre, Aïmene Benabderrahmane a présidé, ce mercredi 24 août 2022, une Réunion du Gouvernement tenue au Palais du Gouvernement. A l’entame de cette réunion, le Gouvernement a observé une minute de silence à la mémoire des victimes des incendies ayant touché récemment certaines Wilayas du pays.
Aussi, le ministre de l’Intérieur, des Collectivités Locales et de l’Aménagement du Territoire a présenté un exposé sur le bilan des derniers incendies ainsi que les mesures qui ont été prises pour y faire face.
De son côté, le ministre de l’Agriculture et du Développement Rural a fait part des dispositions engagées pour le recensement des personnes touchées en vue de procéder, dans les meilleurs délais, à leur indemnisation et à la compensation immédiate des dommages et des pertes causées aux infrastructures et aux moyens de production.
A l’issue de ces deux exposés, le Premier ministre a rappelé les directives de monsieur le Président de la République relatives à l’indemnisation des victimes et des personnes touchées par ces incendies dans les plus brefs délais en prenant en charge leurs préoccupations.
Le Premier ministre a également tenu à saluer le formidable élan de solidarité de nos citoyens et de la société civile nationale pour le soutien et l’aide de la population touchée. Comme il a tenu également à saluer l’intervention des services de la Protection civile, des gardes forestiers, du génie rural et de l’Armée Nationale Populaire”.
Par ailleurs, le Gouvernement a eu à examiner d’autres points qui concernent :
Le secteur des Finances :
Le Gouvernement a examiné un avant-projet de Loi portant règlement budgétaire pour l’exercice 2020, présenté par le ministre des Finances. Ce texte intervient dans le cadre de la mise en œuvre des dispositions constitutionnelles consacrant le contrôle du législatif sur l’exécutif, qui doit rendre compte à chacune des chambres du Parlement de l’utilisation des crédits budgétaires qu’elle a votés pour chaque exercice.
Il s’agit également de fournir une information de qualité afin de permettre aux parties prenantes (les ordonnateurs du budget de l’Etat, la communauté des chercheurs et les universitaires ainsi que l’ensemble des citoyens), de se constituer une opinion avisée sur la gouvernance financière et la performance des institutions chargées de la gestion des finances publiques.
Enfin et conformément aux procédures établies, cet avant projet de Loi sera examiné lors d’un prochain Conseil de Ministres.
L’investissement :
Le Gouvernement a examiné trois (03) projets de Décrets exécutifs qui s’inscrivent dans le cadre de la finalisation des travaux d’élaboration des textes d’application de la Loi relative l’investissement. Il s’agit du : 1- Projet de Décret exécutif fixant les critères de qualification des investissements structurants, les modalités du bénéfice des avantages d’exploitation et les grilles d’évaluation.
2- Projet de Décret exécutif fixant les listes des activités, des biens et services non éligibles aux avantages ainsi que les seuils minima requis pour le bénéfice de la garantie de transfert.
Ces deux projets de texte visent notamment à garantir une meilleure orientation des avantages accordés par l’Etat aux véritables investissements porteurs de richesse et créateurs d’emplois, à travers une grille d’évaluation basée sur des critères quantifiables et objectifs.
Il s’agit également de définir des listes négatives des activités, biens et services non éligibles aux avantages prévus par la nouvelle Loi relative à l’investissement, lesquelles listes ont été élaborées en se basant notamment sur un examen approfondi du tissu industriel de notre pays.
3- Projet de Décret Exécutif relatif au suivi des investissements et aux sanctions applicables pour non-respect des obligations et engagements souscrits.
Ce projet de texte d’application a pour objet de préciser les procédures relatives à la mission de suivi confiée aux organismes et administrations concernés par la mise en œuvre du nouveau cadre législatif et réglementaire régissant l’investissement.
L’objectif étant de garantir un suivi et un accompagnement permanent aux investissements, durant toute la période du bénéfice des avantages accordés par la Loi précitée d’une part et d’autre part de dissuader toute tentative de détournement des avantages octroyés.
Le développement local :
Dans le cadre du suivi de l’exécution des décisions de Monsieur le Président de la République données lors du Conseil des Ministres du 19 Mai 2022, le Gouvernement a entendu une communication présentée par le Ministre de l’Intérieur, des Collectivités Locales et de l’Aménagement du Territoire
sur l’état d’avancement de la concrétisation du programme complémentaire de développement décidé au profit de la Wilaya de Khenchela.
A ce titre, le Premier ministre a demandé à l’ensemble des secteurs concernés par la finalisation des projets de développement, d’accélérer la cadence des travaux afin de répondre aux préoccupations des citoyens de cette Wilaya.
