Le Conseil économique et social de la Ligue arabe (CESA), a adopté, vendredi à Alger, au terme de sa réunion au niveau des ministres, 24 clauses devant être soumises au Sommet arabe prévu les 1er et 2 novembre, a affirmé le ministre du Commerce et de la promotion des exportations, Kamel Rezig.
Lors d’une conférence de presse au terme de la réunion, M. Rezig a souligné que les 24 clauses adoptées “à l’unanimité dans une ambiance fraternelle et après un débat constructif” ont renfermé plusieurs recommandations sur des dossiers socio-économiques “importants et sensibles, à leur tête le dossier de la sécurité alimentaire arabe”.
Il s’agit également de recommandations “audacieuses” pour relancer la Grande zone arabe de libre échange (GZALE) et accélérer la création de l’Union douanière arabe (UDA).
Répondant à une question sur le commerce interarabe, M. Rezig a reconnu que le niveau des échanges reste faible, en dépit de l’établissement de la GZALE, expliquant cette situation par des “contraintes extra-douanières non dévoilées”.
Pour sa part, la Secrétaire générale adjointe et cheffe du département des affaires sociales du Conseil économique et social de la Ligue arabe, Haifa Abu Ghazaleh, a affirmé que les clauses devant être soumises au Sommet “concernent la vie du citoyen arabe, notamment en la conjoncture actuelle émaillée des retombées de la pandémie du nouveau coronavirus et des répercussions des crises géostratégiques”.
A cet effet, elle a annoncé que le CESA a été chargé de mettre en place un mécanisme obligeant les pays arabes membres à appliquer ses décisions relatives à la GZALE.
Parmi les décisions prises, une décision incitant les pays arabes à accélérer la finalisation des procédures de ratification de la convention relative à l’organisation du transport, et les coûts de passage entre les pays arabe, en prévision de sa mise en œuvre.
Outre les dossiers économiques, les participants à la réunion ont approuvé plusieurs clauses à caractère social, comme la professionnalisation de l’action sociale, la promotion du travail de la femme, outre des clauses portant sur l’importance de relever les défis qui se posent dans les domaines, sanitaire et humanitaire dans certains pays arabes, tels le Yémen et la Palestine.
