ALGÉRIE/ POLITIQUE : Ali Benflis : Le traitement de la crise doit être «constitutionnel et politique»
Le président de Talaei El Houriet, Ali Benflis, estime que la révolution populaire pacifique a confirmé à sa huitième semaine, l’attachement «inébranlable» du peuple à sa revendication centrale portant sur le «départ du régime politique actuel et de ses figures emblématiques encore aux commandes des principales institutions de l’Etat».
Dans un communiqué rendu public ce samedi et signé en son nom, Ali Benflis souligne que cette revendication «n’est ni une lubie, ni un caprice» mais est d’une «haute tenue politique et d’une forte teneur symbolique».
Pour lui, cette huitième semaine de manifestations populaires massives, a ramené la recherche d’une «solution à la crise de régime au point de départ.
Une solution qui suppose, selon lui plus que jamais, «l’entente politique la plus large sur un certain nombre de postulats de base».
A commencer par celui de sortir du «piège» de la solution constitutionnelle pure, opposée à la solution politique pure.
En l’occurrence M. Benflis soutient que le traitement de la crise actuelle «doit être tout à la fois constitutionnel et politique».
Il estime que l’impasse constitutionnelle commande, d’avoir la «lucidité et le courage» de la surmonter par le recours à la «voie politique la plus acceptable pour tous».
Transition faite, il s’appuie sur un deuxième postulat qui part du constat de ce que le peuple «n’entend pas entrer dans une nouvelle étape avec des figures anciennes dont il considère le maintien comme une atteinte à l’intégrité de sa révolution et comme une couverture à la pérennité d’un régime politique qu’il veut effacer de la mémoire collective au plus tôt».
Et un troisième postulat, qui «impose de reconnaitre d’après lui que « l’application combinée des articles 7, 8 et 102 de la constitution, a fait l’objet d’une large acceptation comme base de sortie de la crise».
Ce faisant, «la sagesse, tout autant que le réalisme et la clairvoyance, imposent un retour impératif à cette base autour de laquelle s’est formé un large consensus national» souligne-t-il dans son communiqué.
Benflis en veut d’autant plus que l’application des articles 7et 8 de la constitution ne peut «en aucune manière conduire à une violation des dispositions de la constitution, bien au contraire, elle offrirait une couverture constitutionnelle solide à la partie politique de la solution de la crise».
Enfin son quatrième postulat repose sur la reconnaissance de «l’incapacité» des instituions en place, à contribuer au règlement de la crise, du fait qu’elles font partie du problème à résoudre et ne peuvent absolument pas être partie prenante dans la solution recherchée.
Pour Ali Benflis : «Seule l’institution militaire peut aider à parvenir à cette solution comme l’exige son devoir patriotique et le sens élevé qu’elle a de ses responsabilités nationales. Il n’est pas attendu de nos forces armées qu’elles soient l’ordonnateur de la sortie de crise, mais qu’elles remplissent un devoir de facilitation, d’accompagnement, de garantie et de protection de la solution de la crise.
