Figure emblématique de la lutte pour l’indépendance de l’Algérie, défenseur inflexible des droits humains et fervent artisan de la justice sociale, Hocine Zahouane s’est éteint lundi à l’hôpital de Ain Naâdja, à Alger. Avec lui disparaît un militant infatigable, mais son héritage, forgé dans le courage et l’intégrité, continue d’illuminer le chemin des générations à venir.
De la jeunesse engagée à la lutte armée
Né le 13 août 1935 à Mirabeau (actuelle Draâ Ben Khedda), Hocine Zahouane embrasse très tôt la cause nationaliste. À peine lycéen, en 1954, il rejoint le Mouvement pour le triomphe des libertés démocratiques (MTLD). Son engagement lui vaut d’être arrêté en 1955 et emprisonné durant deux ans. À sa libération, loin d’abandonner la lutte, il rejoint le maquis de Kabylie et intègre l’Armée de libération nationale (ALN), où il devient officier (aspirant) de la Wilaya III.
En plein cœur de la guerre, il se distingue par sa rigueur politique et sa volonté farouche de préserver l’unité des rangs, malgré les fractures provoquées par la « bleuite » et la violence des opérations militaires françaises. En 1960, mandaté par le Gouvernement provisoire de la République algérienne (GPRA), il tente de réconcilier les factions divisées de la Wilaya III, témoignant d’une vision démocratique audacieuse, rare en temps de guerre.
Un engagement indéfectible après l’indépendance
L’indépendance acquise, Hocine Zahouane ne renonce pas à son idéal d’une Algérie juste et progressiste. Il s’investit activement au sein de l’UGTA et contribue à la restructuration de Révolution africaine, sous la houlette de Mohammed Harbi. En 1964, il intègre le bureau politique du FLN, représentant la Fédération du Grand-Alger et se voyant confier le secteur stratégique de l’« Orientation ».
Mais rapidement, il prend ses distances avec le régime en place et s’oriente vers un combat pour les droits humains et la démocratie. À partir de 1979, il embrasse la carrière d’avocat et devient un défenseur infatigable des libertés fondamentales. Fidèle à ses convictions, il prend la défense des victimes de la répression du 5 octobre 1988, marquant ainsi son opposition frontale aux dérives autoritaires du pouvoir.
Porte-voix des opprimés et gardien des libertés
En 1990, il devient l’un des piliers de la Ligue algérienne de défense des droits de l’homme (LADDH), qu’il préside avec une détermination sans faille. Sous sa direction, la Ligue s’impose comme un bastion contre l’arbitraire, œuvrant aussi bien pour les libertés individuelles que pour les droits économiques et sociaux.
Farouche opposant aux politiques d’austérité imposées par le FMI, il co-fonde en 1993 l’Association des amis de l’initiative pour la résistance sociale (A.I.R.S.), dénonçant les mesures néolibérales qui fragilisent les classes populaires. Son engagement ne s’arrête pas aux frontières de l’Algérie : en 2009, il ouvre les locaux de la LADDH en soutien à Gaza sous les bombes et mène une campagne acharnée contre l’adhésion de l’Algérie à l’Union pour la Méditerranée, refusant toute normalisation avec Israël.
Une figure incontournable du Hirak
À plus de 80 ans, Hocine Zahouane n’a jamais cessé de croire en la force du peuple. En 2019, il devient une figure emblématique du **Hirak**, arpentant les rues d’Alger avec son sourire malicieux et son optimisme inébranlable. « Il échangeait avec la jeunesse, portait l’espoir malgré les ombres, convaincu que la justice finirait par triompher », témoignent ses compagnons de lutte.
Hier, au cimetière d’El Alia, il a rejoint les grandes figures de l’histoire algérienne. Mais son combat, lui, ne s’arrête pas à sa disparition. Son message demeure un appel vibrant à la résistance, à la dignité et à la justice.
