Un accord de coopération a été signé, samedi à Alger, entre le ministère des Finances, le Commandement de la Gendarmerie nationale (GN) et la Direction générale de la Sûreté nationale (DGSN), visant à généraliser le e-paiement des amendes forfaitaires liées aux infractions au code de la route, permettant la restitution instantanée des permis de conduire.
L’accord a été signé par le directeur général du Trésor et de la comptabilité au ministère des Finances, Hadj Mohamed Sebaa, le directeur général de la Sûreté nationale Ali Badaoui, et le général Mohamed Djaâfar, directeur de télématique au Commandement de la GN, représentant le commandant de la GN.
La cérémonie de signature a été présidée par le ministre des Finances, Abdelkrim Bouzred, en présence du directeur général des douanes, le général-major Abdelhafid Bakhouche, des cadres des corps de sécurité et du ministère et des directeurs généraux des banques, de compagnies d’assurance et des institutions financières.
Ce service numérique, qui reste facultatif, permet aux citoyens de régler leurs amendes forfaitaires directement auprès des agents de police et de la gendarmerie, via des cartes bancaires ou la carte “Edahabia” et à travers les terminaux de paiement électronique (TPE), de manière instantanée et sécurisée, 7j/7 et 24h/24, y compris durant les jours fériés et les occasions officielles et religieuses.
Selon les explications fournies, ce service permet la restitution instantanée des permis de conduire et réduit les délais d’attente. Il contribue également à alléger la charge sur les services administratifs et opérationnels de la police et de la gendarmerie, tout en améliorant la performance des autres services publics concernés.
La généralisation de ce service intervient après une phase expérimentale menée dans plusieurs wilayas, qui a été favorablement accueillie par les usagers de la route pour la facilité et la flexibilité dans le paiement des amendes.
A cet égard, 2000 TPE ont été distribués dans une première étape aux différents services sécuritaires, en coordination avec le ministère des Finances.
Afin de garantir l’efficacité de cette opération, un mécanisme complet de supervision et de suivi a été mis en place, comprenant l’entretien régulier des appareils et la fourniture des consommables nécessaires à la continuité du service.
Dans le même sillage, des campagnes médiatiques de sensibilisation ont été également lancées, en collaboration avec divers médias, en vue d’informer les citoyens des avantages du système et de son mode d’utilisation.
Dans une allocution à cette occasion, le ministre des Finances a affirmé que ce projet s’inscrit dans le cadre des orientations du président de la République, M. Abdelmadjid Tebboune, visant à généraliser les solutions numériques et à moderniser les modes de gestion publique, afin d’assurer un service de qualité au citoyen et d’améliorer la performance des établissements publics.
Le ministre a indiqué que ce projet stratégique a pour objectif de “numériser l’administration publique, renforcer la coopération institutionnelle et promouvoir la culture du e-paiement dans un cadre légal organisé et transparent afin d’améliorer la relation entre citoyen et administration”.
De son côté, le directeur général du Trésor et de la comptabilité a déclaré que cet accord représente “une réalisation technique et administrative importante”, et est le “fruit d’une étroite collaboration institutionnelle entre les parties concernées, visant à moderniser et numériser le service public et à réduire les transactions en espèces, ce qui favorise la transparence et améliore la maîtrise des opérations techniques y afférentes.
Il a en outre relevé que l’adoption de ce système aura un impact positif sur le Trésor public, en facilitant la collecte des recettes liées aux amendes et en renforçant la contribution des corps de sécurité à cette opération.
Le directeur général de la Sûreté nationale a, pour sa part, indiqué que cette mesure est désormais “une réalité concrète”, reflétant la volonté de l’Etat de fournir des services rapides, fiables et de haute qualité au profit du citoyen, soulignant l’engagement de ses services à poursuivre la modernisation de l’action policière, à travers l’intégration des outils de modernisation et l’usage des technologies modernes.
Pour sa part, le directeur de la télématique au Commandement de la GN a affirmé que la concrétisation de ce projet témoigne de la volonté de renforcer la culture de coordination et de coopération entre les secteurs, relevant l’engagement du Commandement de la GN à soutenir et à accompagner les initiatives numériques et à contribuer à une gestion moderne et efficace.
