Le Premier ministre par intérim, Sifi Ghrieb, chargé par le président de la République, M. Abdelmadjid Tebboune de présider l’ouverture des travaux de la Journée des diasporas africaines au Centre international de conférences (CIC) Abdelatif-Rahal, dans le cadre de la Foire commerciale intra-africaine (IATF), a souligné l’importance de la contribution de ces diasporas au développement du continent, mettant l’accent sur la place de choix qu’accorde l’Algérie à sa communauté nationale.
Devant de hauts responsables africains et de responsables d’organisations africaines, le Premier ministre par intérim a déclaré que le président de la République n’a eu de cesse de placer la communauté nationale à l’étranger au cœur de ses préoccupations et de lui accorder une attention particulière, faisant observer que ce lien solide s’est renforcé à travers les étapes historiques charnières qu’a connues le pays, qui ont permis de renforcer cette union sacrée entre la communauté établie à l’étranger et son pays d’origine.
Pour Ghrieb, cette rencontre est une opportunité pour renouer le lien spirituel et affectif entre les diasporas africaines à l’étranger et leur continent d’origine, et constitue un espace adéquat pour “affirmer l’importance majeure de l’apport des diasporas africaines et des personnes d’ascendance africaine au développement du continent, ainsi que leur rôle éminent dans la préservation des liens étroits et forts entre les générations successives”.
“Ce lien étroit, que les hautes autorités de l’Etat œuvrent, sans relâche, à renforcer, porte aujourd’hui une profonde signification, alors que nous sommes à quelques semaines de la commémoration du 64e anniversaire de Journée nationale de l’émigration, célébrée le 17 octobre de chaque année”, a-t-il dit.
Cette importante étape historique, a-t-il ajouté, incarne les sacrifices consentis par les migrants pour l’indépendance et offre l’occasion de rappeler le rôle historique des diasporas africaines dans la résistance contre la colonisation, la lutte contre la discrimination raciale et l’apartheid, et le combat pour se libérer de toutes formes de persécution raciale, d’esclavage et d’exil forcé.
Dans ce contexte, il a rappelé la décision du président de la République en 2021 d’ériger une fresque murale en Algérie à leur mémoire et en reconnaissance de leurs sacrifices, ce qui reflète “l’engagement des hautes autorités du pays à préserver cette mémoire et à se tenir aux côtés des enfants de l’Algérie partout où ils se trouvent”.
Ghrieb a affirmé que l’engagement d’hier des diasporas africaines à contribuer au processus de lutte pour la libération de notre continent se poursuit aujourd’hui sous de nouvelles formes, fondées sur leurs expertises et compétences ainsi que sur leurs multiples ressources.
A cette occasion, Il a rappelé que l’Algérie appartenait au groupe des Etats membres du Comité de haut niveau chargé de la mise en œuvre de la “Décennie des racines et de la diaspora africaine”, adoptée par l’Union africaine pour la période 2021-2031.
Réaffirmant le soutien de l’Algérie au rôle pivot de l’UA, en tant que centre de coordination de toutes les initiatives de la diaspora au niveau du continent, le Premier ministre par intérim a souligné qu'”elle est pleinement disposée à contribuer activement à l’accélération de la mise en œuvre de projets communs relatifs à la diaspora”.
Au moment où le continent s’apprête à tenir le “9e Congrès panafricain” en décembre prochain à Lomé (Togo), Ghrieb a insisté sur “le besoin urgent, maintenant plus que jamais, de redoubler d’efforts pour mobiliser les énergies des diasporas africaines, bénéficier de leurs compétences et expertises, et renforcer l’unité, la solidarité et la cohésion du continent, afin de contribuer à réaliser un développement intégré et global du continent, avec l’appui de ses diasporas et des personnes d’ascendance africaine”.
La diaspora africaine constitue aujourd’hui “une force économique, sociale, politique et culturelle majeure et un acteur capable d’apporter une contribution croissante à la prospérité et au développement du continent “, selon le Premier ministre par intérim, qui a affirmé que la rencontre sera l’occasion d’examiner les moyens permettant à cette diaspora de contribuer à la promotion du continent à l’étranger et d’œuvrer à opérer un changement profond dans le narratif relatif aux diasporas africaines.
