ALGÉRIE/ POLITIQUE : L’auteur du livre sur le patron de Cevital révèle l’autre facette d’Issad Rebrab.
Taïeb Hafsi a décrit le magnat de l’agroalimentaire algérien, aujourd’hui emprisonné dans le cadre des dossiers de prévarication et de corruption ouverts par la justice, dans une longue tribune publiée dans Liberté, journal appartenant à Issad Rebrab, comme n’étant pas «très porté sur les manifestations visibles de la richesse».
«Il se comporte de manière simple, en utilisant une voiture qui est à la portée d’un cadre moyen, avec un chauffeur les jours de semaine. Il conduit lui-même en période de vacances ou de repos. Ensuite, il travaille constamment de 8h du matin à 20h le soir, avec peu de temps pour dépenser ou profiter de son argent», confie Taïeb Hafsi.
Le richissime homme d’affaires vivait humblement au point d’être perçu comme un «avare», révèle l’enseignant universitaire algérien installé au Québec.
«Issad Rebrab a été capable de financer ses opérations surtout parce qu’il a réinvesti l’intégralité de ses profits, année après année (…). Sur 100 DA de valeur créée (100%), Cevital payait 60 DA en impôts et taxes (60%), 39 DA étaient réinvestis (39%) et seulement 1% était distribué aux actionnaires. A cette même époque, les enfants Rebrab se plaignaient à leur père qu’ils n’avaient pas assez d’argent pour faire face à leurs besoins et ceux de leurs familles», indique Taïeb Hafsi.
L’auteur du livre éponyme sur le patron de Cevital affirme qu’Issad Rebrab a toujours interdit que soient versés des pots-de-vin pour obtenir des facilitations ou autres avantages. «A l’une de mes questions ouvertes sur la corruption, il répondit : Si Hafsi, je le dis devant vous à mes cadres et à mes enfants, celui qui paye le moindre dinar à un officiel ne fait plus partie de cette entreprise !», rapporte le chercheur en management qui affirme l’avoir rencontré pour la première fois en 2007 alors qu’il n’avait jamais entendu parler de lui auparavant.
Taïeb Hafsi, qui précise que c’est à sa propre initiative qu’il a écrit le livre sur Issad Rebrab qui n’en a pas fait la demande, regrette que «population et élites confondent les entrepreneurs-créateurs nécessaires au bien-être et à l’avenir économique de l’Algérie avec des personnages aux valeurs douteuses, dont les pouvoirs économiques ont été le fruit d’une association illégale, voire criminelle, avec des barons du régime précédent». Son article paru dans Liberté se veut «un argument de clarification en la matière».
