ALGÉRIE/ POLITIQUE : Smaïl Lalmas: « l’importation des véhicules d’occasion est un moyen d’apaiser le Hirak »
Invité de la rédaction de ce dimanche 12 Mai 2019 sur les ondes de la radio chaîne III, l’économiste Smaïl Lalmas s’exprime sur l’autorisation d’importation des véhicules d’occasion annoncée hier par le ministre du commerce Said Djellabil. Il estime que cette décision n’est pas dans les prérogatives du chef de l’Etat » pour lever cette interdiction, il faudrait passer par la loi de finances. » Il ajoute que le gouvernement a levé l’interdiction sans revenir à ce détaille juridique qu’il qualifie d’ « important ».
L’économiste considère que le Hirak a fait » bouger » le gouvernement et estime que cette initiative est un moyen d’apaiser le Hirak néanmoins « les citoyens n’ont pas demandé la libération des voitures de moins de 3 ans ou moins de 5 ans, ils demandent le départ du gouvernement.
Il évoque également la condition d’achat qu’a mis en place le Ministre du Commerce qui nécessite que le paiement du véhicule d’occasion doit être réglé en devises, « point important, l’argent doit être domicilié dans une banque afin d’avoir une traçabilité de l’argent qui sort du marché parallèle pour entrer dans la banque”, a exprimé Said Djellab.
- Lalmas estime que cette décision est fondée sur un argument contradictoire, « l’argument est de lutter contre le marché informel alors que c’est une décision qui va dynamiser le marché informel ». L’économiste appelle en parallèle à « laisser le citoyen acheter le véhicule, comme il veut et de la façon la plus simple possible, pourquoi lui imposer de passer par la banque et de payer des frais. »
