ALGÉRIE/ POLITIQUE : L’ONM dévoile son plan de sortie de crise
Dans une déclaration rendue publique ce mardi 18 juin, leur organisation nationale, l’ONM, a proposé un plan de sortie de crise s’articulant autour d’une conférence nationale de dialogue qui choisira une personnalité consensuelle pour diriger la période de transition et procédera à la mise en place d’une instance d’organisation d’une élection présidentielle.
L’organisation estime que le dialogue comme voie naturelle vers une sortie de crise fait consensus parmi les acteurs de la collectivité nationale. Il s’agit maintenant, ajoute-t-elle, de coordonner avec les organisations et personnalités nationales et historiques et d’arrêter un calendrier pour ce dialogue qui permettra de sortir avec des propositions d’actions concrètes qui permettront de dépasser la crise actuelle. Aussi, l’ONM propose quatre « éléments susceptibles de constituer un cadre pour de profondes et sérieuses discussions ».
D’abord, l’organisation fait un constat de la situation actuelle. « L’application de l’article 102 de la Constitution, sans les articles 7 et 8 comme exigé avec insistance par le hirak populaire, a mené à une situation d’échec total, résultante naturelle d’une réalité non objective liée à plusieurs facteurs comme l’absence des conditions juridiques, organisationnelles, techniques et administratives. Cela a amené la collectivité nationale à partager la conviction de la nécessité de chercher ensemble une solution alternative qui allierait la prise en compte des dispositions de la Constitution et des impératifs de la réalité politique », lit-on dans la déclaration.
L’ONM estime ensuite que « le dialogue, ou la conférence nationale, pourrait amener au plébiscite d’une personnalité nationale crédible et consensuelle pour diriger la période induite par l’application de l’article 102 de la Constitution (90 jours) ».
« Cette personnalité, propose encore l’organisation des moudjahidine, aura la charge de mettre en place une instance nationale qui aura à préparer, organiser, superviser et annoncer les résultats de l’élection présidentielle ainsi que la révision de la loi électorale ». Comme elle aura à « assumer ses responsabilités en limogeant le gouvernement actuel et la nomination d’un nouveau gouvernement de technocrates dont les membres seront choisis suivant les critères de la compétence, de la probité et de la bonne réputation auprès des milieux populaires ».
« Le rôle du nouveau gouvernement se limitera à fournir les moyens matériels et techniques pour l’organisation de l’élection présidentielle ainsi que la gestion des secteurs sous sa responsabilité jusqu’à l’élection d’un président de la République », précise l’ONM.
« Il est évident que la fidélité au message des chouhada impose aux moudjahidine et à tous ceux qui sont jaloux de ce pays, conscients des dangers qui le guettent (le propos est destiné à la partie qui tient les choses en main dans ces circonstances) (sic) de prendre au plus vite des décisions adéquates susceptibles de permettre l’implication de la collectivité nationale dans ses différentes composantes, en premier lieu l’ONM, dans la recherche de solutions afin d’éviter au pays les dérapages qui pourraient attenter à sa sécurité et sa stabilité », estime encore la puissante organisation qui conclut en saluant le mouvement populaire qui a démontré « son attachement aux principes de la révolution du 1er novembre 1954 ».
