Le Général de Corps d’Armée Saïd Chanegriha, Chef d’Etat-Major de l’Armée nationale populaire (ANP), a appelé, mercredi à Alger, à la consolidation des liens de l’unité nationale et le renforcement du front interne pour faire face à toutes les menaces induites par la détérioration de la situation sécuritaire régionale et les” tentatives répétées” de “porter atteinte à la cohésion de la société”.
“Les éventuelles répercussions sur la sécurité et la stabilité de notre pays, induites par la détérioration de la situation sécuritaire dans notre environnement régional, en sus des viles et non moins répétées tentatives de porter atteinte à la cohésion de la société, nous imposent aujourd’hui, plus que jamais, d’œuvrer à consolider les liens de notre unité nationale et de renforcer notre cohésion et notre front interne, afin de faire face à toutes les menaces”, a-t-il souligné dans une allocution prononcée à l’ouverture du séminaire national sur “Les guerres de la nouvelle génération: défis et méthodes de confrontation”.
Selon le chef d’Etat-Major de l’ANP, cité dans un communiqué du ministère de la Défense nationale, la consolidation de l’unité nationale est également “nécessaire” pour “relever les défis du développement socio-économique, amorcé par l’Etat, sous la conduite de Monsieur le président de la République, chef Suprême des Forces armées, ministre de la Défense nationale, visant la prospérité, le développement et l’amélioration des conditions de vie de nos concitoyens”.
Le Général de Corps d’Armée a soutenu, à ce titre, que “la maturité et la conscience politique dont a fait preuve le peuple algérien ont permis, dans un passé récent, de faire face, voire de déjouer ces desseins sournois”.
Cependant, a-t-il poursuivi, “il ne faut, en aucun cas, que cela soit un objectif en lui-même, mais un moyen de renforcer davantage la vigilance et le sens patriotique, de prendre conscience de ce qui se trame contre notre pays et de se tenir prêt à faire face à toutes les éventualités et à tous les scénarios”.
Il a tenu également à rappeler que “la défense nationale est un devoir sacré et une responsabilité collective, qu’il nous appartient, en tant qu’individus, collectivités et institutions, d’assurer en plaçant les intérêts suprêmes de la nation comme objectif majeur, et en renforçant les exigences de la riposte à toutes les campagnes sournoises, qui tentent vainement de cibler notre unité nationale, notre souveraineté et notre stabilité”.
Chanegriha a estimé, à ce propos, qu'”il nous appartient ainsi à tous de travailler avec abnégation et dévouement envers la patrie et envers le serment prêtés aux vaillants Chouhada, pour que l’Algérie vive dans la paix et la stabilité pérennes et demeure forte et puissante”.
Le chef d’Etat-Major de l’ANP a tenu, en outre, à mettre en garde contre les dangers des guerres de nouvelle génération qui ont un mode propre, qui cible les sociétés en se basant sur la propagande, la contre-propagande et l’adoption d’une stratégie d’influence sur la perception collective.
“Les guerres de nouvelle génération, ou les guerres hybrides tel que certains les nomment, sont des guerres qui ont leur propre mode, en ce sens qu’elles ciblent les sociétés et se basent sur la propagande et la contre-propagande, et ce à travers une stratégie d’influence sur la perception collective”, a-t-il expliqué.
“Manipulant l’opinion publique, soit la population de l’Etat ciblé, et orientant ses comportements et ses visions. Ces guerres qui ne disent pas leur nom ont pour objectif d’accabler le régime en place et de disloquer le pays de l’intérieur, en suivant des étapes à long terme et en usant de différents moyens, y compris informationnels, économiques, sociaux et militaires”, a-t-il encore souligné.
Par ailleurs, a-t-il poursuivi, “les conséquences de la mondialisation ont contribué à la multiplication des formes et moyens de concrétisation de ces guerres, visant à induire en erreur les différentes catégories de la société, à dénaturer les faits et à faire pression sur les gouvernements”.
Ce séminaire de deux jours, organisé à l’école supérieure de Guerre en 1ère Région militaire a pour, entre autres, objectifs de “mettre en exergue l’importance croissante de la fédération des efforts de tous les acteurs, à savoir, les institutions de l’Etat, la société civile et le citoyen, et son rôle dans le renforcement des fondements de la défense nationale, de la capacité de faire face aux multiples dangers dont l’ampleur s’étend, pour englober tous les domaines d’activité de l’Etat et de la société”, a souligné le communiqué du MDN.
La cérémonie d’ouverture des travaux du séminaire s’est déroulée en présence des ministres des Affaires étrangères, de l’Intérieur, des Collectivités locales et de l’Aménagement du Territoire, de la Justice et de la Communication, outre les Commandants de Forces et de la Gendarmerie nationale, le Commandant de la 1ère Région militaire, des Chefs de Départements ainsi que des Directeurs et Chefs des Services Centraux du ministère de la Défense nationale, a précisé la même source.
“Animé par des enseignants universitaires et des experts algériens civils et militaires, le séminaire a pour objectif de mettre en exergue les principaux aspects de ce thème important”, a-t-on ajouté.
