Le ministre des Affaires étrangères et de la Communauté nationale à l’étranger, Ramtane Lamamra, a plaidé vendredi à Bamako en faveur de mesures concrètes dans l’objectif de mener le processus de mise en œuvre intégrale de l’Accord de Paix et de Réconciliation au Mali issu du processus d’Alger à sa bonne fin.
“Dans cette étape décisive de l’histoire du Mali, nous sommes tous appelés à renouveler, individuellement et collectivement, notre engagement en faveur du processus de mise en œuvre intégrale de l’Accord de Paix et de Réconciliation au Mali issu du processus d’Alger et à joindre l’action à la parole en prenant des mesures concrètes dans l’objectif de mener ce processus à sa bonne fin”, a indiqué M. Lamamra dans son discours à l’ouverture des travaux de la sixième réunion de Haut Niveau du Comité de Suivi de la mise en œuvre de l’Accord de Paix et de Réconciliation au Mali issu du processus d’Alger.
“Il s’agit certes d’une lourde responsabilité, mais les nobles objectifs que nous nous sommes assignés valent amplement la peine”, a-t-il ajouté.
Selon le chef de la diplomatie algérienne, la sixième réunion de Haut Niveau du Comité de Suivi de la mise en œuvre de l’Accord de Paix et de Réconciliation au Mali issu du processus d’Alger “intervient dans un contexte malien encourageant et prometteur”.
A cet égard, le ministre a souligné que “cette rencontre se tient à un moment où ce pays frère et ami a engagé d’importantes réformes institutionnelles tendant à réaliser une profonde refondation de l’Etat et des institutions nationales, offrant ainsi de nouvelles opportunités de prise en charge de toutes les attentes légitimes des populations pour un avenir meilleur dans la réconciliation, la paix et l’unité”.
D’une part, ajoute M. Lamamra “elle a été précédée, il y a à peine trois semaines, par la Réunion décisionnelle de haut Niveau, laquelle a mis en exergue l’importance fondamentale d’une application diligente de l’Accord dans son intégralité comme gage de succès de la phase transitoire et l’aboutissement des réformes engagées dans ce cadre”.
“Cette réunion a surtout envoyé un signal fort sur la ferme volonté de toutes les parties signataires d’accélérer le processus de mise en œuvre de l’Accord et de conjuguer leurs efforts à cette fin”, a-t-il précisé.
Et d’ajouter: “ce sont là deux messages d’une importance capitale pour consolider la dynamique positive de la paix et de la réconciliation nationale dans ce grand pays. Des messages parfaitement saisis, hautement salués et sincèrement appuyés par la communauté internationale représentée au sein de ce Comité de Suivi”.
M. Lamamra a, en outre, souligné que “c’est avec satisfaction que la réunion de ce vendredi prend acte de cette détermination renouvelée par toutes les parties signataires de l’Accord à dissiper définitivement le doute et la suspicion et à travailler ensemble dans un climat de confiance mutuelle pour favoriser les convergences et les compromis nécessaires au parachèvement des objectifs de l’Accord de paix et de réconciliation issu du processus d’Alger”.
“Nous sommes tous convaincus que les difficultés qui restent encore à résoudre sont loin d’être insurmontables pour autant que les bonnes intentions exprimées ces dernières semaines puissent se traduire en actes concrets qui placent l’intérêt suprême de la Nation malienne en dessus de toute autre considération”, a-t-il martelé.
Il a notamment fait savoir que “le véritable ennemi du Mali et des Maliens demeure le fléau du terrorisme et de la criminalité transnationale organisée dont l’expansion se nourrit des divisions internes et du manque de perspectives économiques pour la population, notamment les jeunes”.
C’est pourquoi, a-t-il poursuivi, “la présente réunion devra nous permettre d’ouvrir un débat sincère avec les acteurs maliens en présence pour dégager une vision commune en vue de surmonter les entraves qui retardent la mise en œuvre des dispositions fondamentales de l’Accord dont l’intérêt ne doit pas se limiter aux questions politiques, institutionnelles, de défense ou de sécurité, mais doit aussi permettre d’assurer une prise en charge convenable des autres volets concernant notamment le développement économique et social, la réconciliation, la justice et les questions humanitaires”.
