Le secrétaire général du ministère de la Défense nationale (MDN), le général-major Mohamed Salah Benbicha, a supervisé samedi à Alger la cérémonie d’ouverture de l’exercice, à composantes multiples, de renforcement des capacités d’intervention en cas d’urgence chimique, intitulé “Chemex Afrique”, indique un communiqué du MDN.
“Monsieur le secrétaire général du ministère de la Défense nationale (MDN), le général-major Mohamed Salah Benbicha, a supervisé ce samedi 23 septembre au niveau du Cercle de Garnison de l’Armée nationale populaire de Ain Naâdja, Alger/1e RM, la cérémonie d’ouverture de l’exercice, à composantes multiples, de renforcement des capacités d’intervention en cas d’urgence chimique, intitulé “Chemex Afrique”, destiné aux représentants des
Etats-Parties à la Convention sur l’Interdiction des Armes chimiques (CIAC) de la région d’Afrique”, souligne le communiqué.
Selon la même source, cet évènement régional qu’abrite l’Algérie en collaboration avec l’Organisation pour l’Interdiction des Armes chimiques (OIAC) durant la période du 23 septembre au 4 octobre 2023, “sera animé par des instructeurs nationaux et étrangers, et sous la supervision d’observateurs et d’évaluateurs internationaux”.
“L’exercice en question vise le renforcement des capacités de réponse des Etats-Parties d’Afrique aux urgences chimiques et la consolidation de l’appui technique de l’OIAC en matière d’assistance et de protection concernant l’emploi ou la menace d’emploi d’armes chimiques ou de produits chimiques et toxiques, et la promotion du dialogue entre les spécialistes des Etats-Parties à la CIAC appartenant à différentes communautés régionales d’Afrique”, explique le communiqué.
Le Secrétaire Général du MDN a mis en avant, à l’occasion, “le rôle leader de notre Pays dans l’application de ladite Convention”.
“Sans aucun doute, l’Algérie depuis son adhésion à l’Organisation, a œuvré à l’application rigoureuse de la Convention sur l’Interdiction des Armes chimiques et a joué un rôle actif, en sa qualité de membre du Conseil exécutif de l’Organisation, dans le renforcement de la position de l’Afrique et la défense de ses intérêts, consolidant ses capacités dans les différents volets ayant trait à l’application de la Convention”, a-t-il affirmé.
Au programme de cet exercice, le premier de son genre en Algérie et en Afrique, des formations avancées en matière de protocoles d’intervention en cas d’attaque ou d’incident chimiques, avec utilisation de moyens sophistiqués de reconnaissance, de détection, d’échantillonnage, de décontamination et d’évacuation sanitaire, en plus d’un exercice de simulation d’une attaque terroriste chimique, exécuté par les stagiaires africains.
Il est à signaler que “l’Algérie participe activement à cet évènement, à travers l’ensemble des entités concernées, à l’instar, de l’Armée nationale populaire, la Protection civile et la Sûreté nationale, en sus des ministères de l’Industrie et celui de l’Energie et des différents centres de recherche et laboratoires spécialisés”, conclut le communiqué du MDN.
