ALGÉRIE/POLITIQUE : Tlemcen: Les frères Kouninef rattrapés par l’affaire de la station de dessalement de Souk Tleta
Selon le procureur de la République près du tribunal de Tlemcen, les frères Kouninef seront convoqués, dans le cadre d’enquêtes préliminaires confiées à la brigade financière et économique de la police judiciaire, relevant de la Sûreté de la wilaya, dans le courant de la semaine prochaine, en vue de les entendre dans l’affaire de contrats d’achats douteux d’eaux de la station de dessalement de Souk Tlata (daïra de Bab El-Assa), ainsi que pour des faits de corruption et de transfert illicite de capitaux vers l’étranger estimés à plus de 08 millions de dollars. Cette affaire judiciaire qui va faire tomber des têtes, a été déclenchée suite à une plainte déposée, ce mois de juillet, par la société singapourienne Hyflux PTE Ltd’, qui a construit la station de dessalement de Souk Tleta, en association avec la partie algérienne, Algerian Energy Company (AEC, société par actions détenue à parts égales par Sonatrach et Sonelgaz), qui détiennent respectivement 49 % et 51% des actions. Six autres personnes soupçonnées de passation de marchés publics non conformes à la réglementation en vigueur, faux et usage de faux sur des documents officiels et abus de pouvoir, seront également auditionnées par les enquêteurs. Il s’agit du président directeur-général d’AEC (Cheraga-Alger), Rizou Hocine, du directeur financier de Sonatrach (Hydra-Alger), M. Kherroubi, du directeur général par intérim de l’Almiyah Attilemçenia (AAS-SPA, Kiffane-Tlemcen), M. Bendriss, du directeur général de l’Algérienne des eaux (ADE, zone industrielle Oued Smar), Smain Amirouche, du chargé du contentieux de l’Almiyah Attilemçenia, et un autre intermédiaire de Desalination Investment Company SAS. A cette liste s’ajoute le directeur général des mpôts à qui on reproche une domiciliation contraire à la réglementation en vigueur établie en faveur de la société des Kouninef. Outre les nombreuses irrégularités et tricheries dénoncées dans une plainte devant le parquet de Tlemcen par la société singapourienne Hyflux PTE Ltd’, la justice s’intéresse à une résiliation d’un contrat avec Hyflux PTE Ltd’, et l’annulation par le président directeur-général d’AEC d’un marché avec les frères Kouninef après leur arrestation, le mois d’avril dernier à la prison d’El Harrach (Alger). Selon nos sources, les personnes mises en cause dans cette affaire font l’objet d’une interdiction de sortie du territoire national (ISTN) et de remise de leurs passeports au greffe du tribunal de Tlemcen, pour une période non déterminée. Par ailleurs, dans le cadre de mesures conservatoires, la justice a gelé toutes les décisions administratives relatives à ce dossier prises par les responsables de l’Almiyah Attilemçenia et Algerian Energy Company. Les mis en cause seront présentés devant le procureur de la République et le magistrat instructeur du tribunal de Tlemcen, au terme des investigations menées actuellement par la police judiciaire de la Sûreté de wilaya. Il est à rappeler que la station de dessalement d’eau de mer de Souk Tleta, a été réalisée pour un coût de 251 millions de dollars, avec une capacité de 200.000 m³/jour, soit 73 millions de m³/an. Elle est destinée à couvrir les besoins en eau d’une population estimée à 310.000 habitants répartis sur 19 communes dont le chef-lieu de wilaya. Mais, le rendement actuel de cette station ne dépasse guère les 30.000 m³/jour, à cause des pannes enregistrées. Selon nos sources encore, les clauses spécifiées dans le cahier des charges de cette grande infrastructure hydraulique annoncée, à grande pompe, par l’ex-Premier ministre Abdelkader Sellal (placé actuellement sous mandat de dépôt à la prison d’El Harrach) ne prévoient aucune disposition en matière de responsabilité et garantie décennales au cas où des défaillances techniques apparaissent lors de l’exploitation de l’usine de dessalement d’eau de mer, ce qui a engendré des pertes énormes au Trésor public durant la période suivant la réception de l’ouvrage, en 2011.
