Dans une déclaration à la presse, en marge d’une visite de travail et d’inspection dans la wilaya d Tebessa , le ministre a fait état de «la mise en service de ce projet avec une capacité de production de 2 à 3 millions de tonnes/an, au 1er trimestre de l’année prochaine, comme première étape ».
« Dès son entrée en service, ce projet intégré permettra à l’Algérie d’investir le monde des industries manufacturières minières », a-t-il soutenu, avant d’indiquer que « les services de son département ministériel s’attèlent actuellement à l’élaboration d’un cahier des charges spécifique à l’exploitation de la matière première disponible dans ce gisement qui est l’un des plus importants que recèle l’Algérie ».
« L’opération sera parachevée avant la fin de l’année en cours, en prélude à la mise en exploitation du phosphate de la région de Bled El Hedba, au plus tard, mars prochain », a-t-il expliqué.
Le ministre des Mines a entamé sa visite en se rendant à la région de Bled El Hedba dans la commune de Bir El-Ater où il a inspecté la mine de Djebel Onk et écouté un exposé sur le déroulement des travaux de réalisation de ce projet intégré d’exploitation et de transformation du phosphate auquel un investissement équivalent à 6 milliards USD a été consacré en partenariat algéro-chinois.
Le ministre a également écouté les préoccupations des habitants de la région qui ont réclamé leurs indemnisations pour l’exploitation de leurs terres dans le cadre de la concrétisation du projet et la protection de l’environnement contre la pollution. Ils ont aussi demandé à être prioritaires lors du recrutement.
En réponse à leurs préoccupations, M. Arkab a ordonné la mise en place d’une commission conjointe comprenant des cadres du ministère des Mines, les autorités locales, la Société des mines de phosphate « Somiphos » et des représentants de la population locale, en vue de procéder à « la réévaluation des terres exploitées dans ledit projet afin d’indemniser leurs propriétaires ».
Concernant le volet environnemental, le ministre a affirmé que « l’Etat attache la plus grande importance à ce domaine », précisant que « la réalisation du projet obéit aux normes internationales en vigueur en la matière afin de préserver l’aspect écologique de la région et la santé et la sécurité des citoyens ».
