Le Syndicat national des directeurs des écoles primaires (SNAPED) a décidé d’organiser des rassemblements au niveau national, près des directions d’éducation, à travers les wilayas du pays, pour lundi prochain, pour dénoncer les mauvaises conditions de travail notamment dans ce contexte épidémiologique de Covid-19. Mais également pour réclamer surtout la « libération » des écoles primaires de la gestion de la commune. Dans un communiqué rendu public jeudi dernier, le SNAPED s’est insurgé contre l’absence presque totale des moyens les plus élémentaires permettant l’application du protocole sanitaire de prévention contre le Covid-19. Et surtout l’absence quasi totale des collectivités locales censées fournir les moyens nécessaires aux écoles pour faire face à la propagation du virus. Une situation qui a suscité « l’effervescence dans le milieu scolaire, notamment après l’apparition de cas de contamination parmi le personnel éducatif et des élèves, sans qu’il y ait par la suite un suivi ou une prise en charge de la part des autorités concernées », notent les rédacteurs du communiqué.
En ce qui concerne le plan pédagogique exceptionnel, les directeurs ont estimé qu’il a été conçu d’une façon aléatoire et parfois contradictoire, sans aucune vision logique permettant sa mise en œuvre sur le terrain. Le syndicat des directeurs a dénoncé énergiquement l’attitude de certains responsables locaux qui ont malmené des directeurs d’établissements, parfois par des violences verbales et physiques. Le SNAPED a également dénoncé le caractère autoritaire et le comportement des directeurs des directions d’éducation et des inspecteurs. Ainsi que la violation des lois et règlements portant organisation des relations de travail de tous les corps de l’administration et de l’éducation.
Les directeurs des écoles primaires insistent sur la nécessité de retirer la gestion des écoles primaires des communes et les rattacher aux directions de l’éducation de wilaya. Ils revendiquent « la valorisation de la fonction et le statut de directeur d’école du point de vue de classification et valorisation des primes ».
Le syndicat exige l’assainissement de la situation des logements d’astreinte et l’affectation des agents d’administration qualifiés. De même les directeurs des écoles primaires ne veulent plus se charger de la vente des livres scolaires. Ils réclament par ailleurs le droit à la retraite anticipée. Le SNADEP s’est dit « écœuré » compte tenu de l’indifférence affichée par la tutelle et dénonce le désengagement du ministère de l’Education quant aux revendications réclamées depuis des mois par la corporation des directeurs.
