Cinq (5) projets de décrets exécutifs relatifs aux secteurs des l’intérieur, des Finances, de l’Education nationale et de l’Agriculture ont été examinés mercredi lors d’une rencontre du Gouvernement présidée par visioconférence par le Premier ministre, Abdelaziz Djerad, indique un communiqué des services du Premier ministre dont voici le texte intégral :
“Le Premier ministre, Monsieur Abdelaziz Djerad, a présidé, ce Mercredi 16 Décembre 2020, une réunion du Gouvernement qui s’est déroulée par visioconférence.
Conformément à l’ordre du jour, les membres du Gouvernement ont examiné cinq (5) projets de Décrets exécutifs présentés par les Ministre en charge de l’Intérieur, des Finances, de l’Education Nationale et de l’Agriculture.
En outre, trois (03) communications ont été présentées respectivement par les Ministres des Travaux Publics, de la Pêche et des Produits Halieutiques ainsi que par le Ministre Délégué auprès du Premier Ministre chargé de l’Economie de la Connaissance et des Start-up.
1- Le Gouvernement a entendu un exposé présenté par le Ministre de l’Intérieur, des Collectivités Locales et de l’Aménagement du Territoire relatif au projet de Décret exécutif fixant les conditions et les modalités d’exercice des activités de fabrication et d’installation des plaques d’immatriculation des véhicules et leurs caractéristiques.
Ce projet de Décret exécutif vise à encadrer les activités de fabrication et d’installation des plaques d’immatriculation des véhicules, en tant qu’activités réglementées, soumises à un agrément.
Il détermine les modalités pratiques de l’exercice de ces activités, ainsi que les obligations des opérateurs et fixe certaines caractéristiques techniques de la plaque d’immatriculation des véhicules. Ce projet de décret vise ainsi à accompagner et encadrer ces deux activités, en s’assurant que les pouvoirs publics les contrôlent dans le cadre de la loi.
2- Le Gouvernement a entendu un exposé présenté par le Ministre des Finances relatif à deux (02) projets de Décret exécutifs fixant : (i) les conditions de maturation et d’inscription des programmes (ii) les modalités de gestion et de délégation de crédits.
Le premier projet de Décret exécutif a pour objet de fixer les conditions de maturation et d’inscription des programmes, et constitue le cadre réglementaire de référence qui permettra de fixer les conditions et les procédures à suivre pour la proposition, la maturation et l’inscription de
tout type de programme et représente l’un des outils indispensables pour la mise en place du budget programme.
Quant au second projet de Décret exécutif, il permet d’identifier les acteurs de la gestion des crédits et fixe leur mission selon une organisation de gestion financière hiérarchisée.
Il y a lieu de noter que ces deux textes visent à améliorer l’efficacité et les pratiques relatives à l’obligation de rendre compte et de transparence en matière de projets et de gestion en mettant l’accent sur l’atteinte des objectifs tracés et sur la réalisation des résultats escomptés.
3- Le Gouvernement a entendu un exposé présenté par le Ministre l’Education Nationale relatif au projet de Décret exécutif fixant les conditions et modalités d’attribution de l’allocation spéciale de scolarité.
Ce projet de Décret exécutif a pour objet de fixer les conditions et les modalités d’attribution de l’allocation spéciale de scolarité au profit des élèves nécessiteux scolarisés dans les établissements de l’éducation et de l’enseignement public ainsi qu’aux élèves à besoins spécifiques, scolarisés dans les établissements spécialisés.
Il vise ainsi à mettre en place un nouveau cadre juridique afin de donner plus de transparence dans le bénéfice de cette allocation pour ceux qui la méritent et ce, par l’étude des dossiers et de la situation sociale des concernés. Ainsi, la mise en œuvre de ce projet de texte permettra une meilleure couverture des élèves nécessiteux, avec une numérisation de l’opération de répartition de cette allocation.
4- Le Gouvernement a entendu un exposé présenté par le Ministre de l’Agriculture et du Développement Rural relatif au projet de Décret exécutif modifiant et complétant le Décret exécutif n 96-87 du 24/02/1996 portant création de l’Office National des Terres Agricoles.
Ce projet de texte vise à amender plusieurs articles du Décret exécutif n 96-87 susmentionné, de façon à permettre à l’Office National des Terres Agricoles de mener à bien ses missions notamment en matière de suivi de l’exploitation des terres agricoles ainsi que des mutations foncières opérées sur les terres agricoles.
5- Le Gouvernement a entendu une communication présentée par le Ministre des Travaux Publics relative au parachèvement de deux projets.
Il s’agit des travaux de contournement autoroutier de la ville de Cherchell ainsi que ceux au niveau de la RN 09 pour l’aménagement des gorges de Kherrata. Aussi, le Gouvernement a examiné les besoins financiers nécessaires à l’achèvement de ces projets dont la mise en service est imminente.
6- Le Gouvernement a entendu une communication présentée par le Ministre de la Pêche et des Productions Halieutiques en sa qualité de coordinateur du groupe de travail interministériel relatif aux facilitations administratives pour la relance économique.
Cette communication s’inscrit dans le cadre des travaux du groupe de travail chargé du suivi du plan de relance économique initié par Monsieur le Président de la République et qui prévoit des actions sectorielle, à court et moyen termes, permettant la facilitation des procédures administratives en faveur des agents économiques.
Le programme compte notamment les axes suivants :
l’allégement des procédures de création et d’accompagnement des entreprises
la numérisation des procédures d’obtention des documents administratifs
le renforcement de la coordination intersectorielle et l’accélération de l’interopérabilité des plateformes sectorielles
l’adoption et la mise en œuvre de la charte d’accueil des usagers du service public
la dynamisation de la communication institutionnelle concernant les mesures de facilitation.
7- Enfin, le Gouvernement a entendu une communication présentée par le Ministre Délégué auprès du Premier Ministre chargé de l’économie de la connaissance portant sur le plan d’action relatif à la promotion de l’économie de la connaissance.
Cette communication a concerné le plan d’action 2020-2021 pour promouvoir l’économie de la connaissance et propose des mesures concrètes pour un passage vers un nouveau modèle économique ancré dans une véritable économie de marché.
Ce plan s’articule autour de l’encouragement de la recherche / développement dans le secteur économique, le financement de l’innovation, de la propriété intellectuelle, la promotion de l’économie numérique et le transfert technologique.
Dans ce cadre, les actions prioritaires de ce plan d’action permettront notamment :
– l’assouplissement des contraintes sur le E-commerce et l’E-paiement pour booster cette filière, locomotive de l’économie numérique
– le financement par le fonds des start-up, des entreprises activant dans le Cloud et dans l’intelligence artificielle, dont les infrastructures sont situées en Algérie
– la création d’un cadre réglementaire pour l’open innovation
– la digitalisation des procédures de dépôt au niveau de l’INAPI
– l’encadrement réglementaire des métiers du numérique, afin de créer un “couloir vert” dédié à l’exportation de services numériques
– l’encouragement au recrutement de main-d’œuvre hautement spécialisée dans les entreprises”.
