Kamel Beldjoud a supervisé, jeudi au siège du ministère, le lancement d’une plateforme numérique pour le retrait à distance des documents d’état civil.
Ce nouveau service, qui s’inscrit dans le cadre du “parachèvement des efforts visant à simplifier les procédures administratives et moderniser le service public” sera opérationnel “tous les jours de la semaine sur le site électronique du ministère et permettra aux citoyens de retirer à distance leurs documents d’état civil ou de leurs proches en temps réel”, a indiqué le ministre.
La première étape concerne les actes de naissance, de mariage et de décès, selon M. Beldjoud qui précise que ces documents ont la même valeur juridique que ceux retirés des guichets des services de la commune et sont, donc, “sécurisés et infalsifiables grâce à la signature électronique et au code à réponse rapide (QR) qu’ils portent”.
Outre son impact direct sur l’amélioration du service public, la possibilité du retrait et du téléchargement de ces documents en un clic allègera le fardeau des citoyens, notamment dans les régions éloignées et permettra de rationaliser les dépenses publiques et d’économiser plus de 62 millions de feuilles imprimées annuellement au niveau des services d’état civil, soit une moyenne de 260.000 feuilles/ jour, a-t-il ajouté.
Ce service à distance permettra, entre autres, de réorienter les fonctionnaires en poste au niveau des guichets d’état civil dans d’autres services, de manière à adapter la répartition des ressources humaines aux nouvelles orientations de la gestion locale, indique le ministre.
Il a fait savoir également que son département ministériel s’attelait à parachever les dernières dispositions techniques pour élargir ce service au certificat de résidence pour lequel il sera fait référence au Fichier électoral national, et ce en collaboration avec l’Autorité nationale indépendante des élections (ANIE) “seule habilitée à exploiter les données du fichier”.
