Le ministre de la Communication, Porte-parole du Gouvernement, Amar Belhimer, a déclaré que le nouveau mode de scrutin, consacré par la révision de la loi électorale, constitue un “tournant” et un changement “radical” dans lequel le choix de l’électeur “ne peut être orienté ni falsifié”.
“Un nouveau mode de scrutin est consacré : le scrutin de liste ouverte à la proportionnelle avec vote préférentiel sans panachage. Il s’agit d’un tournant, d’un changement radical par la voie pacifique et institutionnelle, dans lequel ni l’argent, ni les excroissances du système ne doivent orienter le choix de l’électeur ou le falsifier”, a indiqué M. Belhimer dans un entretien paru ce dimanche dans le quotidien économique “Ecotimes”.
La nouvelle loi électorale, souligne M. Belhimer, se distingue par rapport aux précédentes par la limitation à deux des mandats parlementaires et encourage la participation des jeunes à la vie politique, comme elle a réhabilité le mérite et surtout éloigne l’argent de toute influence sur le libre choix des électeurs.
Le ministre de la Communication, Porte-parole du Gouvernement, a déclaré que plusieurs textes de loi verront le jour après l’installation des nouvelles institutions, notamment “l’organisation et le fonctionnement des pouvoirs publics, le régime électoral, la loi relative aux partis politiques, la loi relative à l’information, le statut de la magistrature et l’organisation judiciaire, la loi cadre relative aux lois de finances”.
Interrogé sur l’octroi d’agréments aux nouveaux partis politiques, M. Belhimer a mis l’accent sur un certain nombre d’engagements à prendre, dont “le respect du caractère démocratique et républicain de l’Etat ainsi que le pluripartisme”, ajoutant que le parti politique doit “renoncer à l’instrumentalisation et la manipulation de la religion et s’abstenir de toute forme de violence et de contrainte”.
Outre ces engagements, M. Belhimer a fixé d’autres “conditions techniques”, notamment l’implantation nationale, la tenue des assises constitutives et la conformité des statuts à la nouvelle loi organique sur les partis.
Pour ce qui est des réformes engagées dans le secteur de la Communication, il a évoqué l’urgence de la révision de la loi organique relative à l’information, qui sera mise en conformité avec les principes de la nouvelle Constitution et “son adaptation aux réalités de la nouvelle Algérie à laquelle nous aspirons tous”.
Ainsi, la création du Conseil national de la presse sera proposée dans la nouvelle loi sur l’information, a déclaré le ministre de la Communication, ajoutant que ce Conseil sera chargé des aspects d’éthique et de la déontologie du journalisme.
Par ailleurs, il a fait remarquer que l’objectif des cyber-attaques est “d’installer le pays dans une lente dégradation de son tissu social et de son édifice institutionnel en visant paritairement l’Armée nationale populaire sur laquelle pèsent les lourdes missions de défense”, estimant que même “s’il ne faut certainement pas baisser les gardes, force est de constater que ces velléités ont été systématiques déjouées”.
