Le ministre des Affaires étrangères et de la Communauté nationale à l’étranger, Ramtane Lamamra, a affirmé, samedi à Alger, que l’Algérie fondait de grands espoirs sur la contribution de tout un chacun lors du Sommet arabe pour amorcer un nouveau départ à l’action arabe commune suivant une approche qui puisse transcender les approches traditionnelles pour répondre aux exigences de l’heure.
Dans son allocution à l’ouverture des travaux de la réunion des ministres des Affaires étrangères préparatoire au Conseil de la Ligue des Etats arabes au niveau du sommet, M. Lamamra a rappelé que la tenue de la 31e session du Sommet arabe a été retardée de trois années et demie en raison de la pandémie de Covid-19.
M Lamamra a évoqué dans son intervention la crise en Ukraine et ses dimensions sécuritaires, politiques et économiques, soulignant que cette crise a “engendré une situation annonciatrice de répercussions majeures sur le système international, y compris dans la région arabe”.
“Ces situations exceptionnelles risquent d’aggraver les défis communs auxquels fait face la région arabe”, a-t-il fait observer.
M. Lamamra a appelé, face à ces développements, à l’impératif de “multiplier les efforts en agissant dans le cadre d’un groupe cohérent et unifié tenant en ligne de compte le principe de l’unité du destin et les valeurs et engagements sous tendus, tout en œuvrant à valoriser les constantes de son intégration et de sa renaissance en tant que Nation”.
“Nous fondons beaucoup d’espoirs sur la contribution de tout un chacun lors du Sommet d’Alger pour amorcer un nouveau départ à l’action arabe commune suivant une démarche qui puisse transcender les approches traditionnelles pour répondre aux exigences du présent, et nous permettre, collectivement, d’esquisser les contours d’un avenir meilleur pour nos peuples et nos pays”, a souligné M. Lamamra.
Les développements dans le monde, aussi complexes soient-ils, “ne doivent pas détourner notre attention des préoccupations de notre nation arabe”, a-t-il insisté, citant en particulier, “la cause palestinienne, qui traverse aujourd’hui une de ses plus difficiles étapes, une phase marquée par un processus politique à l’arrêt, et un occupant qui persiste dans sa politique du fait accompli”.
Le chef de la diplomatie algérienne a salué, à cette occasion, “les frères palestiniens pour leur adhésion à l’initiative de réconciliation lancée par le président de la République, M. Abdelmadjid Tebboune, au début de cette année, en coordination avec son frère, le Président M. Mahmoud Abbas, une démarche couronnée par la signature de la +Déclaration d’Alger+ sanctionnant la Conférence d’unification des rangs palestiniens pour l’unité nationale palestinienne, tenue le 13 de ce mois”.
“Nous espérons, sur la base de cette plateforme, pouvoir travailler de concert pour parvenir à un consensus plus large qui puisse aboutir à l’unification des pays arabes, au resserrement de leurs rangs et la conjugaison de leurs efforts, afin de résoudre les crises aiguës que traverse notre région arabe, devenue le théâtre de conflits entre de nombreuses puissances étrangères”, poursuit M. Lamamra.
Et d’ajouter: “la situation difficile par laquelle passent nos frères en Libye, en Syrie, au Yémen, en Somalie, au Soudan mais également au Liban, nous interpelle plus que jamais en vue de rattraper les efforts manqués”.
Le chef de la diplomatie algérienne a évoqué en outre le “renforcement de la coopération avec les pays arabes frères qui souffrent de difficultés conjoncturelles”, affichant, par la même, ses expressions de sympathie pour les frères en Somalie, suite au lâche acte terroriste perpétré ce samedi dans ce pays frère.
Appelant à la nécessité d’apporter aide et assistance à ces pays qui pâtissent de difficultés conjoncturelles aussi bien économiques, que politiques ou sécuritaires, M. Lamamra a appelé à faire prévaloir les principes de bon voisinage et de non-ingérence dans les affaires internes des pays, tout en appelant au respect de leur souveraineté, de leur indépendance et de leur intégrité territoriale.
Il a réitéré, à ce propos, l’appel de l’Algérie à mettre en application ces principes fondamentaux dans le cadre de “la structuration des relations avec les pays voisins avec lesquels nous partageons l’appartenance à la civilisation musulmane et, géographiquement, à l’Afrique”.
