Les membres du Conseil de la nation ont approuvé, jeudi, la nouvelle mouture de l’article 22 contesté, du texte de loi organique relative à l’information, et parachevé, par la même, le processus d’adoption de la loi organique relative à l’information après la reformulation de l’article en question.
Le vote s’est déroulé en séance plénière présidée par le président du Conseil de la nation, M. Salah Goudjil, en présence de la ministre des Relations avec le Parlement, Basma Azouar, et de membres du Gouvernement.
La nouvelle mouture de l’article 22 stipule que “le journaliste qui exerce en Algérie pour le compte d’un média de droit étranger doit disposer au préalable d’une accréditation. Les modalités d’application de cet article seront fixées par voie réglementaire”.
A l’issue du vote, le ministre des Transports, Youcef Cherfa, a expliqué, en sa qualité de représentant du Gouvernement à cette plénière, que le rôle des médias “ne se limite pas à la transmission et à la publication de l’information”, soulignant que leur mission “transcende cet aspect pour former l’opinion publique avec responsabilité et dévouement pour servir la société et préserver ses fondements et les acquis de la Nation”.
“L’Algérie peut aujourd’hui être fière des étapes franchies dans le domaine de la presse et de la liberté d’expression”, a-t-il ajouté, rappelant “la mise en place de textes consacrant les droits du journaliste et du citoyen à une presse professionnelle et honnête”.
Relevant que l’exercice de l’activité médiatique pour le compte d’un média étranger peut revêtir “un caractère temporaire (envoyé) ou permanent (correspondant permanent)”, le ministre a souligné que la période nécessaire à l’examen et au traitement des demandes d’accréditation “est cruciale pour statuer sur ces demandes. C’est pourquoi, l’article 22 s’est
contenté d’exiger que le journaliste exerçant pour le compte d’un média étranger possède une accréditation préalable, en renvoyant les modalités d’application de cet article à la réglementation”.
