ALGÉRIE/ECONOMIE : Le projet du port d’El Hamdania à Cherchell transféré à Annaba
Le méga projet de réalisation du port d’El Hamdania à Cherchell est annulé, a-t-on appris auprès du ministère des Transports et Travaux publics. Ce projet a été transféré à Annaba, ajoute la même source qui fait référence à une étude de complaisance.
La cause de ce transfert est dû à la structure du sol sur lequel devait être réalisé le port d’El Hamdania. Alors que les travaux ont déjà démarré, il s’est avéré que le sol sur lequel devrait être réalisé ce projet est glissant et présente un véritable danger.
Il a été constaté que la terre bouge du côté de Damous et Hamdania d’où l’annulation de ce projet qui devait être réalisé par une société chinoise et des sociétés algériennes avec un financement chinois, ce qui allait permettre aux Chinois de bénéficier de la gestion de ce port pendant une période de 25 ans.
Le transfert du projet vers Annaba permet d’annuler le projet initial qui a été confié aux Chinois et évitera à l’économie algérienne de donner en jouissance le port d’El Hamdania aux Chinois.
Pour rappel, le projet du port centre d’El Hamdania a été présenté comme une des «plus importantes infrastructures maritimes de la région méditerranéenne et du continent africain».
Lors du Conseil des ministres de décembre 2015, l’ancien président de la République Abdelaziz Bouteflika avait chargé le gouvernement de réaliser ce projet dans le cadre d’un partenariat associant, selon la règle dite 51/49%, des entreprises algériennes publiques et privées et un partenaire étranger de renom, capable de contribuer au financement de cette réalisation et à sa gestion future.
En vertu d’un protocole d’entente conclu le 17 janvier 2016, ce méga port devait être construit par une société de droit algérien composée du Groupe public des services portuaires et de deux compagnies chinoises: CSCEC (China state construction corporation) et CHEC (China harbour engineering company).
D’un coût de réalisation estimé à 3,6 milliards de dollars, cette infrastructure portuaire sera financée dans le cadre d’un crédit chinois à long terme. Avec 20 mètres de tirant d’eau (hauteur de la partie immergée d’un bateau), ce port en eau profonde devait comprendre 23 quais d’une capacité de traitement de 6,5 millions de conteneurs et de 25,7 millions de tonnes/an de marchandises générales.
Il devait aussi être un pôle de développement industriel, relié aux réseaux ferroviaire et autoroutier et bénéficiant, dans sa proximité immédiate, de deux sites totalisant 2.000 hectares destinés à accueillir des projets industriels. Tout cela ne relevait que de l’utopie dans la mesure où ce projet allait servir à engloutir davantage de fonds algériens au profit des Chinois et des entreprises algériennes du secteur privé dont les patrons sont rattrapés par les enquêtes de lutte contre la corruption.
