Premier partenaire commercial de l’Afrique, Pékin a promis 60 milliards de dollars au continent, vantant une aide sans condition politique, face aux critiques de l’Occident. Une partie de la dette de certaines nations devrait en outre être annulée.
En marge d’une intervention au septième Forum sur la coopération sino-africaine, qui réunit durant deux jours les dirigeants de 53 pays africains à Pékin, le président chinois Xi Jinping a annoncé le 3 septembre, une aide de 60 milliards de dollars à l’Afrique.
Le sommet est l’occasion pour le président de la Chine, premier partenaire commercial de l’Afrique, de célébrer ses «Nouvelles routes de la soie». Lancée en 2013, cette initiative vise à développer la connectivité commerciale de la Chine avec le reste du monde et à sécuriser ses approvisionnements.
Le géant asiatique a investi annuellement plusieurs milliards de dollars en Afrique depuis 2015 dans des infrastructures (routes, chemins de fer, ports) ou des parcs industriels. Des investissements largement salués par les pays africains, qui espèrent ainsi accélérer leur développement économique.
Ces initiatives suscitent toutefois des critiques croissantes venues de l’Occident qui soulignent l’envolée de l’endettement de certains pays.
Une partie de la dette annulée
En ouvrant d’un long discours le sommet, le président chinois s’est évertué à les désamorcer. Il a assuré que la Chine allait annuler une partie de la dette des nations africaines les moins développées, insulaires, ou enclavées.
Parmi les 60 milliards de dollars supplémentaires promis figurent des lignes de crédit de 20 milliards de dollars. Deux fonds (respectivement de 10 et de 5 milliards de dollars), consacrés à la finance du développement et au financement des importations de biens africains, seront créés. Le soutien du géant asiatique comprendra également 15 milliards de dollars «d’aide gratuite et de prêts sans intérêts».
Et les entreprises chinoises seront encouragées à investir «au moins 10 milliards de dollars» en Afrique au cours des trois prochaines années.
«Les investissements de la Chine en Afrique ne s’accompagnent d’aucune condition politique. La Chine ne s’immisce pas dans les affaires intérieures de l’Afrique et ne lui impose pas sa volonté», a affirmé Xi Jinping devant un parterre d’acteurs du monde économique et commercial.
S’exprimant après lui, le président sud-africain Cyril Ramaphosa a vivement réfuté l’étiquette de «néo-colonialisme» parfois collée par des «détracteurs» occidentaux à propos de l’aide chinoise. Le président sud-africain a en revanche plaidé pour le règlement de certains déséquilibres. «Très souvent, l’Afrique exporte des matières premières vers la Chine, tandis que la Chine nous exporte des produits finis […] Cela limite la potentiel et la capacité de production de l’Afrique ainsi que la création d’emplois sur le continent africain», a-t-il analysé.
Lors du dernier sommet, à Johannesburg en 2015, le président chinois avait déjà annoncé une enveloppe de 60 milliards de dollars d’aide et de prêts à destination des pays africains.
L’actuel forum de Pékin doit s’accompagner d’une série de contrats entre la Chine et ses partenaires.
Le président nigérian Muhammadu Buhari devrait ainsi assister à la signature d’un accord sur les télécommunications, financé par un prêt de 328 millions de dollars de la banque chinoise d’import-export (Exim), selon son cabinet.
Xi Jinping s’est par ailleurs entretenu durant le weekend en tête-à-tête avec un grand nombre de chefs d’Etat comme les présidents égyptien Abdel Fattah al-Sissi et sénégalais Macky Sall.
Pékin fournit une aide aux pays africains depuis l’époque des guerres d’indépendance contre les ex-colonisateurs occidentaux. Mais sa présence sur le continent s’est renforcée à mesure de la spectaculaire envolée économique de la Chine. Signe de l’importance stratégique de l’Afrique pour le géant asiatique, il a choisi Djibouti pour ouvrir en 2017 sa première base militaire à l’étranger.
