ALGÉRIE/ POLITIQUE :L’Algérie renonce à la planche à billets
Le ministre de la Communication et porte-parole du gouvernement, Hassane Rabhi a affirmé, hier à Alger, que l’ère du financement non-conventionnel adopté par l’Algérie depuis quelques années, « était révolu ».
«Le gouvernement avait pris des mesures devant permettre au pays d’éviter les risques qui pourraient porter préjudice à l’Economie nationale». «La préservation de l’économie du pays et de ses institutions nationales est la responsabilité de tout un chacun », a souligné M. Rabhi en marge du lancement d’un programme de formation sur l’environnement au profit des journalistes.
Le gouvernement Bedoui vient, ainsi, remettre en cause la politique de financement non conventionnel, décidée par le gouvernement Ouyahia et qui a englouti, au 31 janvier 2019, 6.556 milliards de DA, selon des chiffres officiels. Décidée dans l’opacité la plus totale, la décision de l’ancien Premier ministre Ahmed Ouyahia, d’actionner à plein régime la planche à billets, a été décriée par de nombreux économistes qui craignaient une hausse sans précédent de l’inflation.
Ahmed Ouyahia, aujourd’hui emprisonné à la prison d’El Harrach, pour des présumées affaires de corruption, avait expliqué la décision de recourir à ce type de financement dans un souci de préserver « la souveraineté économique » en évitant de recourir aux institutions financières internationale, à l’image du FMI.
Appelé à la rescousse, alors qu’il était le garant des équilibres budgétaires et de la politique monétaire du pays, le Gouverneur de la Banque d’Algérie (BA), Mohamed Loukal, avait soutenu la politique d’Ouyahia, en affirmant, en décembre dernier, que la gestion du mécanisme de financement non conventionnel était assurée jusque-là «avec succès» en dépit des risques liés notamment aux pressions inflationnistes.
Les déclarations du porte-parole du gouvernement, hier, soulèvent une question cruciale. Qu’est-ce qui a changé en l’espace de quelques mois pour remettre en cause une aussi lourde décision sachant que le maintien du financement non conventionnel, était régi par une loi qui permettait de prolonger l’opération jusqu’à 2022 ?
Il faut rappeler, également que la même loi ne fixait aucun plafond, et ce pour « laisser au gouvernement une marge de manœuvre lui permettant de recourir à ce mode selon les données financières et économiques». En somme, à son annonce le recours au financement non conventionnel a été présenté comme la seule issue pour éviter le chaos économique et social du pays. Il était destiné à relancer les leviers économiques qui devaient, par la suite, donner la possibilité à l’Etat de rembourser cette dette intérieure, et ce, à travers les retours d’investissement, la fiscalité ordinaire, et la fiscalité issue de l’activité des hydrocarbures. Aujourd’hui, nous savons où tout cet argent a été injecté. L’usage détourné de l’argent de la planche à billets, est sans conteste, si on se réfère à toutes les affaires traitées par la Justice qui a décidé de mettre en prison, hauts responsables et gros bonnets qui gravitaient autour du système et qui ont, grandement, profité de ces milliers de milliards de DA. Par ailleurs, répondant à une autre question sur un éventuel recours à l’endettement extérieur, le porte-parole du gouvernement a indiqué que « l’Algérie dispose de réserves de change lui permettant d’éviter ce scénario », se disant convaincu que l’Algérie se portera mieux avec « le travail sérieux, l’exploitation des atouts du pays et le renforcement du dialogue ». Là aussi le porte-parole reste évasif et ne donne aucune indication claire sur l’orientation de ce gouvernement, décrié, en outre, par des millions d’Algériens. Jusqu’à quand allons-nous émettre de l’argent sans contrepartie en productivité ? Et sur quelles bases et pour quel bilan ? Voilà les questions auxquelles devrait répondre le gouvernement, aujourd’hui concernant ce financement non conventionnel, décidé sans concertation comme si tout cet argent était un bien privé.
