Le Front Polisario a dénoncé une nouvelle tentative du régime du Makhzen marocain d'”induire en erreur” les Etats membres de l’ONU, à travers des mensonges et des informations sans fondement sur le Sahara occidental, réaffirmant que la cause sahraouie “est une question de décolonisation dont le règlement doit inévitablement passer par l’organisation d’un référendum d’autodétermination”.
“Dans une nouvelle tentative futile d’induire en erreur les Etats membres de l’ONU, le représentant de l’Etat occupant du Maroc auprès de l’ONU a de nouveau eu recours à ses +compétences inégalées+ en matière de désinformation et de mensonges purs et simples pour répéter une série d’affirmations sans fondement sur la question du Sahara occidental et le Front Polisario”, écrit le représentant de ce dernier auprès de l’ONU et coordinateur avec la Mission onusienne pour le référendum au Sahara occidental (MINURSO), Sidi Mohamed Omar, dans une lettre adressée à la présidence du Conseil de sécurité.
Le diplomate sahraoui poursuit : “Dans sa déclaration lors de la session de fond du Comité spécial sur la situation en ce qui concerne l’application de la Déclaration sur l’octroi de l’indépendance aux pays et aux peuples colonisés (C-24), le représentant de l’Etat occupant du Maroc a prétendu que la décolonisation du Sahara occidental ‘a été définitivement et irréversiblement scellée’ depuis le ‘retour’ du territoire à sa ‘mère patrie en 1975 en vertu de l’Accord de Madrid’”.
Or, explique Sidi Omar, “du point de vue du droit international, il est incontestable que l’Accord de Madrid, qui a été signé entre l’Espagne, la Mauritanie et le Maroc le 14 novembre 1975, est nul et non avenu parce qu’il a violé une norme impérative du droit international général (jus cogens), à savoir le droit des peuples colonisés à l’autodétermination, entre autres”.
L’Accord de Madrid est également contraire à l’avis consultatif de la Cour internationale de justice (CIJ), émis le 16 octobre 1975, qui a statué sans équivoque que les pièces et informations qui lui ont été présentées n’établissent aucun lien de souveraineté territoriale entre le territoire du Sahara occidental et le Royaume du Maroc, tient-il également à préciser.
D’ailleurs, si la décolonisation du Sahara occidental avait été “définitivement” scellée en 1975 comme le prétend le régime marocain, pourquoi l’Assemblée générale et ses organes subsidiaires ainsi que le Conseil de sécurité restent-ils saisis du dossier “en tant que question de décolonisation” dans le cas de l’Assemblée générale et “en tant que question de paix et de sécurité” dans le cas du Conseil de sécurité?, s’interroge-t-il dans sa lettre.
Le Maroc “ne pourra jamais tromper tout le monde, tout le temps”
Selon le Front Polisario, les mensonges du Makhzen “mettent à nu l’absurdité” de l’ensemble de “l’argument” sur la base duquel l’Etat occupant du Maroc a vainement tenté de “justifier” son occupation illégale du Sahara occidental, qui dure depuis 1975.
Evoquant dans ce sens les fausses allégations de l’occupant marocain selon lesquelles la question du Sahara occidental est examinée par le Conseil de sécurité comme un “différend régional”, Sidi Omar rétorque dans sa missive que le conflit du Sahara occidental “est un conflit international dans lequel le Front Polisario et l’Etat occupant du Maroc sont reconnus par les organes pertinents des Nations unies comme les deux parties au conflit”.
Quant à l'”affirmation” (du Maroc) selon laquelle les droits des Sahraouis dans les territoires occupés sont “pleinement respectés”, le diplomate sahraoui souligne qu’il s’agit une fois de plus d”un mensonge qui ne trompe personne”.
Et d’ajouter dans ce contexte: “Comme documenté par de nombreuses organisations internationales des droits de l’Homme, les Sahraouis au Sahara occidental occupé vivent dans un véritable enfer où ils sont soumis quotidiennement à une répression brutale et à la terreur aux mains des forces de sécurité marocaines, à l’abri du regard de la communauté internationale”.
A propos des fausses accusations marocaines portées contre le Front Polisario concernant le prétendu “détournement” de l’aide humanitaire destinée aux Camps de réfugiés sahraouis, Sidi Mohamed Omar insiste que “plusieurs agences des Nations unies et de l’Union européenne et des agences internationales opèrent dans les Camps de réfugiés sahraouis depuis des décennies, et aucune d’entre elles n’a jamais étayé ce type d’affirmations”.
Le problème du représentant de l’Etat occupant du Maroc est qu'”il confond les Etats membres de l’ONU et l’opinion publique internationale avec ses compatriotes qu’il a l’habitude de duper par sa propagande mensongère”, écrit encore le représentant du Front Polisario auprès de l’ONU.
Et de conclure: “Le représentant de l’Etat occupant du Maroc auprès des Nations unies peut continuer à se tromper lui-même et à tromper son public national tout le temps, mais il ne pourra jamais tromper tout le monde, tout le temps”.
