Les appels avec ultimatum au rétablissement de l’ordre constitutionnel au Niger se sont multipliés et des sanctions ont déjà été décidées par plusieurs pays, exhortant à la libération “immédiate” du président de ce pays du Sahel, Mohamed Bazoum, retenu depuis mercredi par des membres de la Garde présidentielle.
Les dirigeants de la Communauté économique des Etats de l’Afrique de l’Ouest (Cédéao) se sont réunis dimanche à Abuja pour exiger la libération “immédiate” du président Bazoum, en fixant un ultimatum d’une semaine pour le retour à l’ordre constitutionnel dans le pays.
Si ces demandes ne “sont pas satisfaites dans un délai d’une semaine”, la Cédéao a averti qu’elle prendrait “toutes les mesures nécessaires” qui “peuvent inclure l’usage de la force” et la suspension de “toutes les transactions commerciales et financières” entre ses Etats membres et le Niger.
D’autres sanctions financières ont été décidées, notamment “un gel des avoirs” pour ceux qui retiennent le Président Bazoum et sa famille depuis mercredi dernier.
“A cet effet, les chefs d’état-major de la défense” des pays de la Cédéao “doivent se réunir immédiatement”, selon les résolutions lues à la fin de ce sommet extraordinaire présidé par le chef d’Etat du Nigeria, Ahmed Bola Tinubu.
A l’ouverture du sommet, le président nigérian, à la tête de la Cédéao, a dénoncé “la prise d’otage” du Président Bazoum par des membres de sa garde et l'”assaut” fait à la démocratie.
Les pays de la Cédéao étaient représentés par leur président ou leur représentant. Le président tchadien, Mahamat Idriss Déby Itno, dont le pays n’est pas membre de la Cédéao, mais voisin du Niger, a été convié et a participé à ce sommet.
Il s’est ensuite envolé pour Niamey pour “voir ce qu’il peut apporter au règlement de la crise” au Niger, a annoncé le porte-parole du gouvernement tchadien, Aziz Mahamat Saleh.
“C’est une initiative tchadienne. Mahamat Déby Itno n’a pas un mandat spécial acté de la Cédéao”, a précisé le porte-parole.
L’Algérie, qui a dit suivre avec une “profonde préoccupation” les développements de la situation au Niger, a réaffirmé “son attachement aux principes cardinaux qui guident l’action collective des Etats africains au sein de l’Union africaine, dont notamment le rejet catégorique des changements anticonstitutionnels de gouvernement”.
Dans ce contexte, le président de la République, M. Abdelmadjid Tebboune, a affiché samedi, lors d’un entretien téléphonique avec son homologue béninois, Patrice Talon, sa “fermeté” sur le retour à l’ordre constitutionnel au Niger et la réinstallation du président Bazoum dans ses fonctions de chef d’Etat légitimement élu, a indiqué un communiqué de la présidence de la République.
De son côté, l’ex-président du Niger, Mahamadou Issoufou, a également annoncé qu’il s’employait à “trouver une sortie de crise négociée” pour faire libérer son successeur Mohamed Bazoum et “le restaurer dans ses fonctions”.
Quant à l’Union africaine (UA), elle a condamné “avec la plus grande fermeté” ce qui s’est passé à Niamey contre un président “démocratiquement élu”, et fixé un ultimatum de 15 jours aux “preneurs d’otage” pour rétablir “l’autorité constitutionnelle”.
L’organisation panafricaine s’est dit prête à prendre “toutes les mesures nécessaires, y compris des sanctions punitives, à l’encontre des auteurs, au cas où les droits des détenus politiques ne seraient pas respectés”.
Jeudi, le président des Comores et en exercice de l’UA, Azali Assoumani, avait appelé depuis Saint-Pétersbourg lors du sommet Russie-Afrique au “rétablissement de l’ordre constitutionnel et à la libération du président Bazoum et sa famille”.
Les membres du Conseil de sécurité de l’ONU ont aussi souligné “l’urgente nécessité du rétablissement de l’ordre constitutionnel au Niger” et appelé à “la libération immédiate et inconditionnelle du président élu de la République”.
