Le décret présidentiel portant création du prix du président de la République du meilleur exportateur, vient d’être publié dans le dernier numéro du Journal officiel (JO), pour honorer les opérateurs économiques et ce en reconnaissance de leurs efforts déployés et leur contribution à la diversification et au développement des exportations algériennes hors hydrocarbures.
Le prix consiste, selon le décret présidentiel 24-202 paru dans le n°45 du journal officiel, en l’attribution d’un bouclier commémoratif et d’un certificat de mérite décerné, chaque année, au meilleur exportateur représentant les catégories suivantes : les exportateurs de produits industriels et pharmaceutiques, les exportateurs de produits agricoles, les exportateurs de services et les exportateurs vers le continent africain, ainsi que le plus jeune exportateur et les femmes exportatrices.
Ce prix est décerné chaque année sur la base des critères suivants : le chiffre d’affaires à l’export de l’année précédente, le nombre de pays destinataires, le nombre de travailleurs réservés à l’activité de l’exportation et la moyenne de croissance des ventes à l’export par rapport à l’année précédente.
Le décret stipule que l’exportateur doit remplir les conditions de candidature suivantes : jouir de tous les droits civils et civiques, ne pas faire l’objet d’une inscription au fichier national d’auteurs d’infractions frauduleuses, accomplir tous les engagements envers les services des impôts et les organismes de sécurité sociale et en dernier lieu, ne pas faire l’objet d’une interdiction légale.
Il est créé, au niveau du ministère du Commerce et de la Promotion des exportations, une commission interministérielle dénommée le “jury”, sous la présidence du ministre chargé du commerce ou de son représentant.
Le jury est chargé d’examiner les dossiers des candidats à l’obtention du prix sur la base du système d’évaluation prévu dans le règlement intérieur.
